Book Partial Market Liberalization and the Efficiency of Policy Reform

Download or read book Partial Market Liberalization and the Efficiency of Policy Reform written by Z. Bouamra Mechemache and published by . This book was released on 2010 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This article analyzes the efficiency of partial market liberalization and policy reform with an application to the European dairy sector. In a second best world, partial moves toward market liberalization are not always efficiency improving. We develop a general equilibrium model to investigate the efficiency implications of discrete changes in government policy. The analysis covers price and quantity instruments used in both domestic and trade policy. We derive simple conditions under which partial market liberalization is efficiency improving. We apply the approach to agricultural policy reform in the European dairy sector and identify market liberalization scenarios that are "not" efficiency improving.

Book European Agriculture

Download or read book European Agriculture written by Frank Fuller and published by Nova Publishers. This book was released on 2007 with total page 150 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides an in-depth look at Europe's changing agricultural and food markets, focusing on the impacts of recent policy reforms, enlargement of the European Union (EU), and trade liberalisation. The papers included in this book braid together four important themes in European agriculture and food markets: the impacts of EU enlargement on productivity growth and catching up in the Central and Eastern European countries (CEECs), the influence of food quality standards on market structures in the CEECs and on trade, the impacts of common agricultural policy (CAP) reforms on EU and world markets, and the costs of adjusting to CAP reforms in specific sectors. The insights provided in these papers into the empirical interactions between policies, institutions, and market outcomes, both domestically and internationally, are valuable to policy makers and researchers interested in the future of European agriculture.

Book Trade Liberalization in International Dairy Markets

Download or read book Trade Liberalization in International Dairy Markets written by Suchada Langley and published by . This book was released on 2006 with total page 26 pages. Available in PDF, EPUB and Kindle. Book excerpt: A partial-equilibrium, multiple-commodity, multiregion model of agricultural policy and trade is used to simulate the effects of changes in domestic and trade policy on dairy production, consumption, prices, and trade. Simulations using the ERS-Penn State Trade model analyze the effects of separately and concurrently relaxing domestic income and price supports, and import restrictions and export subsidies, with special attention to tariff-rate and milk production quotas. Modeling results indicate that liberalization would reduce world dairy product supplies and increase the value of dairy trade.

Book Agriculture Trade and the Environment

Download or read book Agriculture Trade and the Environment written by Darryl Jones and published by OECD Publishing. This book was released on 2004 with total page 252 pages. Available in PDF, EPUB and Kindle. Book excerpt: This publication, part of a series of OECD studies which investigate trade policies, agricultural production and their impact on the environment, focuses on the dairy sector in OECD countries. Chapters discuss a range of issues including: the environmental impacts of dairy farming in terms of water pollution, greenhouse gases, soil quality, water use and biodiversity; the structure and practices of dairy production; agricultural support policies; the consequences of further trade liberalisation and the likely expansion of milk production; economic instruments, command and institutional policy measures; and competitiveness issues, including the effect of manure management regulations. The report contains agri-environmental indicators for the dairy sector, and also considers policies that OECD governments, particularly in Europe, have introduced to promote organic milk production and their impact on trade flows.

Book An Analysis of the Impact of Trade Liberalization on China s Dairy Market a Spatial Equilibrium Model

Download or read book An Analysis of the Impact of Trade Liberalization on China s Dairy Market a Spatial Equilibrium Model written by M. He and published by . This book was released on 2014 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: In China, the dairy market has expanded in recent years and it relies heavily on the imports from foreign countries. During the past decades, the Chinese dairy market kept opening, and the fast development of China’s dairy trade calls for a research analyzing the effect of trade liberalization on the dairy sector. In this research, we provide a quantitative assessment of the implications of liberalization of the international trade in dairy products between China and its trading partners using a spatial equilibrium model. The model is developed based on 2011 data from open databases. The following five questions are answered in this paper: (1) What is the current situation of China’s dairy sector and how does China’s dairy market develop? (2) What policies are relevant for dairy trade between China and its trade partners now and in the future? (3) How can dairy trade of China be modeled? (4) What data on demand, supply and trade are necessary and available to construct a spatial equilibrium model? (5) What are the effects of trade liberalization on the dairy sector in China? Three scenarios of different levels of trade liberalization are simulated and the simulation result proves the positive influence of trade liberalization on Chinese dairy sector from a welfare perspective. Based on the results, we come up with some policy recommendations. Throughout the thesis, chapter 1 provides a general description of the background and problem analysis. Chapter 2 describes the development of China’s dairy sector and relevant trade policies. A trade model has been developed in Chapter 3. Next, Chapter 4 focuses on the effects of trade liberalization using a graphical analysis. Chapter 5 details the scenarios and simulation results. Finally, Chapter 6 presents the conclusions, recommendations and discussion.

Book Effects of Trade Liberalization on the Australian Dairy Industry

Download or read book Effects of Trade Liberalization on the Australian Dairy Industry written by Hwey-Chyi Lee and published by . This book was released on 1996 with total page 500 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Australian dairy industry has confronted the pressures of policy reformation both internally and externally. Institutions, including government and dairy corporation, have attempted to eliminate price discrimination between the domestic market and the export market for protective dairy policies. Externally, Australia has a commitment to comply with the agreements of GATT Uruguay Round. In addition, Australia faces high competition from New Zealand. This study develops a three-market level dynamic econometric model. The model is used to assess the impacts of trade liberalization on the dairy industry. Effects of trade liberalization on the Australian dairy industry are simulated for free trade and GATT scenarios. These scenarios are simulated under a unilateral and a multilateral trade environment. An additional scenario is simulated under the current system with the higher world prices of dairy products that result from multilateral compliance with the Uruguay Round agreement. All scenarios are compared to the baseline model. In this study, a 5-year, 1986-90, average of each exogenous variables is assigned and used as the fixed initial conditions. The 1986-90 average is requested by the GATT Uruguay Round. Due to the reduction in export subsidies, milk production per cow, number of cows and milk production are lower than the baseline under the free trade and the GATT scenarios. The simulation results for production or milk used for manufactured dairy products vary under different scenarios. Per capita consumption of most dairy products increases when export subsidies are reduced. However, it is not the case with higher world prices of manufactured dairy products under the current system. Trade liberalization causes the Australian dairy industry to adjust. Australian consumers allocate less of their budget to dairy products under the free trade and GATT scenarios. The results indicate that Australia's dairy industry will gain in specializing in cheese production, which provides the industry higher profits. This study shows that there are different, but not dramatically different, effects on the Australian dairy industry between unilateral and multilateral trade equilibrium. The results would be significantly different if world prices increased sharply as a result of more product demands or less supplies to the international market.

Book European Dairy Policy in the Years to Come

Download or read book European Dairy Policy in the Years to Come written by Siemen van Berkum and published by . This book was released on 2006 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper examines EU dairy sector and market developments, and the likely impact of the milk quota removal. The latter is illustrated by model simulations focused on the Dutch dairy farm sector. Declining milk prices raise the question whether quota are still relevant to the sector. Ongoing trade liberalisation will further push down EU milk prices, with significant income effects. The Dutch case study shows that early quota abolition will be beneficial for larger farms eager to expand and enhances structural change. Implications for the European dairy processing sector are discussed too. The paper concludes by presenting sets of policy instruments that may facilitate the sector gradual adjustment to a situation without milk quota.
