Dryland ecosystems support a surprising amount of biodiversity. Desertification, however, is a significant land degradation problem in the arid, semi-arid and dry sub-humid regions of the world. Deterioration of soil and plant cover has adversely affected 70% of the world’s drylands as a result of extended droughts as well as mismanagement of range and cultivated lands. The situation is likely to worsen with high population growth rates and accompanying land-use conflicts. The contributions to The Future of Drylands – an international scientific conference held under the leadership of UNESCO – address these issues and offer practical solutions for combating desertification along with conserving and sustainably managing dryland ecosystems. Major themes include the conservation of dryland biological and cultural diversity and the human dryland interface. This volume documents how our improved understanding of drylands provides insight into the health and future prospects of these precious ecosystems that should help ensure that dryland communities enjoy a sustainable future.

Poverty in a Rising Africa décrit les problèmes de données et analyse systématiquement les informations disponibles sur la pauvreté et les inégalités dans une perspective tant monétaire que non monétaire. Le premier chapitre évalue la disponibilité et la qualité des données nécessaires pour cerner la pauvreté monétaire, examine les mécanismes de gouvernance et les processus politiques qui sous-tendent la production statistique et propose quelques méthodes pour combler le déficit de données. Le chapitre 2 évalue la robustesse des estimations sur la pauvreté en Afrique et brosse à grands traits le profil de ce fléau. Selon les auteurs, la réduction de la pauvreté en Afrique est peut-être légèrement supérieure à ce que les estimations traditionnelles portent à croire. Pour autant, même les estimations les plus optimistes indiquent que davantage de personnes vivaient dans la pauvreté en 2012 qu’en 1990. Le troisième chapitre considère la pauvreté dans une perspective élargie en prenant en compte les dimensions non monétaires du bien-être, telles que l’éducation, la santé et la liberté, en utilisant la méthode d’Amartya Sen (1985) axée sur les notions de capabilities et de functionings. Des progrès ont certes été accomplis dans plusieurs de ces domaines, mais les niveaux de résultats restent obstinément bas. Enfin, le chapitre 4 examine les données relatives aux inégalités en Afrique en analysant non seulement les types d’inégalités monétaires, mais aussi d’autres aspects tels que l’inégalité des chances, la mobilité intergénérationnelle dans le travail et l’éducation et l’extrême richesse.

La richesse en ressources constitue en effet un facteur clé dans la majeure partie des économies subsahariennes, dont le sol recèle un important potentiel inexploité. Les gisements souterrains de métaux, minerais, pétrole et gaz représentent des sources prépondérantes de recettes publiques et de revenus d’exportation, tout en offrant des possibilités de développement dans la plupart des pays du continent. En dépit de réserves conséquentes, la conversion de la richesse du sous-sol en prospérité durable n’a pas été pas couronnée de succès. Depuis la baisse du prix des matières premières constaté en 2014, la croissance des pays d’Afrique riches en ressources est plus lente que le taux de croissance moyen observé dans la région. Il est donc vital pour son avenir économique que le continent africain puisse tirer profit de ses richesses en ressources naturelles et ainsi favoriser sa transformation économique. Alors que le monde s’éloigne des combustibles fossiles conformément aux engagements pris dans le cadre de l’Accord de Paris, les pays africains riches en ressources voient surgir de nouveaux risques et de nouvelles opportunités. Des estimations récentes suggèrent que 80 % des réserves de combustibles fossiles attestées dans le monde doivent rester enfouies pour atteindre les objectifs de Paris; or, une grande partie de ces réserves «échouées» se situent en Afrique. Pour les nombreuses économies africaines qui dépendent de l’extraction et de l’exportation du pétrole, cette problématique des actifs «échoués», et par là -même, de «nations échouées», a des implications considérables. Mais cette transition énergétique va également avoir pour effet d’augmenter la demande en intrants de matières premières indispensables aux technologies des énergies vertes. La transition entre combustibles fossiles et énergies vertes devrait ainsi générer une demande de 3milliards de tonnes de minerais et de métaux nécessaires au déploiement des technologies à énergie solaire, éolienne et géothermique. Une question se pose alors: comment les économies africaines peuvent-elles pleinement saisir ces opportunités tout en gérant les risques inhérents aux combustibles fossiles, dans un contexte où leur demande est vouée à décroître? Les ressources naturelles, un enjeu clé pour l’avenir de l’Afrique aborde ces thèmes et offre aux décideurs politiques des pistes pour gérer les écueils de l’incertitude au cours des années à venir.

A core purpose of the book is to combine and synthesize analyses of dispossession within and outside of Canada. While the literature tends to treat the two as distinct and unrelated phenomena, these processes are often connected, as the normalization of settler colonialism at home can lead to indifference and acceptance of dispossession caused by Canadian companies abroad. This book brings local and global cases together in order to present a rigorous analysis of the role of Canadian corporate activity in processes of dispossession. Book excerpt: A timely and important examination of the environmental crises, investigating their biophysical, political, economic, and socio-cultural aspects, that reveals why previous conservation efforts failed. The eastern part of the Mau Forest, the most important closed-canopy forest in East Africa, has come under severe threat since the 1990s. In this political ecology Lisa Fuchs exploring the failure of the government-led forest restoration and rehabilitation initiative to 'Save the Mau', launched in 2009, the author examines two of the most contentious issues in Kenya since colonial times: land and the environment. She sheds light on the structural factors and the role of individuals in the forest's destruction and of non-protection and traces the colonial legacy of post-independent environmental conservation policies and practices. In doing so, Fuchs demonstrates that the Mau crisis is more than an environmental crisis: it is also a political, an economic, and a socio-cultural crisis. Though a detailed empirical analysis, the author shows that the 'Mau crisis' led to the near collapse of landscapes and livelihoods in the Mau Forest ecosystem. She traces the implementation of insufficient conservation programmes, which resulted from historical path-dependency and the adoption of global environmental governance blueprints, forest allocation and benefits, and exposes a forest management system that prioritises commercial forest production over biodiversity conservation. Access and entitlements to the highly fertile forest land, and the amalgamation of forest rehabilitation with the reclamation of grabbed public forest are emphasised as a further core contributor to the crisis. The socio-cultural dynamics within and among various forest-dwelling communities, including the indigenous hunting and gathering Ogiek and 'in-migrant' groups, are also analysed. The book highlights that local types of environmentalism are caught between the 'invention of traditions' and 'perverse modernisation' and shows the contradictory effects of the celebrated, highly anticipated but poorly executed 'Save the Mau' initiative, and how the presence of political will to maintain the crisis conditioned its perseverance. Finally, the book proposes realistic alternatives to sustainable forest management in politicised environments, whose relevance and applicability are considerable in this age of anthropogenic 'environmental' crises and conflicts.
