Book excerpt: The present volume highlights the new challenges of the international protection of refugees fifty years after the adoption of the 1951 Geneva Convention relating to the Status of Refugees. Focusing on the problems faced by Switzerland in the field of international protection of refugees as well as on the specificity of its asylum law and practice, this publication addresses the refugee problem from a national, European and international perspective. The Swiss experience serves to illustrate the wider problematic of on the one hand, the tensions between security, political and humanitarian concerns encountered by refugee-receiving states, and on the other, the need to preserve an international refugee protection regime which remains an essential component of international law and relations for so long as political solutions are not brought to the root causes of refugee exodus. This reflection on the international protection of refugees is organized around four main themes. The first examines Switzerland's response in the past to mass influx, in the light of historical case studies and the evolution of Swiss asylum law and practice. The second focuses on the question of access of refugees to asylum territories and refugee status determination procedures within the framework of the 1951 Convention on the Status of Refugees and the current Swiss asylum law. The third centres on the wider protection regime currently being forged in Europe to address a broader category of refugees, including solutions for temporary and subsidiary protection. The final theme revolves around return of refugees, including those under the Dayton and recent Kosovo agreements and covers reintegration of returnees, assistance and long-term development. This work is based on papers presented at a colloquium of the Graduate Institute of the International Studies in Geneva which was organised in collaboration with the Office of the United Nations High Commissioner for Refugees as a contribution to the 50th anniversaries of the UNHCR and the Geneva Convention relating to the Status of Refugees.

An overwhelming amount of this work draws on evidence from Anglo-American police forces. These twin emphases have led to a limited view. Agencies such as criminal investigation units, intelligence services, private security companies, and military policing organizations have almost entirely escaped scholarly attention. In The Policing Web, Jean-Paul Brodeur looks at policing as a whole. He illuminates its full diversity, showing how it extends far beyond the confines of public police working in uniform and visible to all. Brodeur considers military policing, both when it complements the values of democracy and when it does not. He also discusses criminal individuals acting as police informants, and criminal organizations enforcing their own rules in urban zones deserted by the police. Brodeur argues that the diverse strands of the policing web are united by a common definition that emphasizes the license granted to policing agencies-legally or with impunity- to use means otherwise forbidden to the rest of the population. This volume ventures what the generative mechanism is that produces such rapid change and discusses how this differs from late Modernity. Contributors examine if an intensification of morphogenesis (positive feedback that results in a change in social form) and a corresponding reduction in morphostasis (negative feedback that restores or reproduces the form of the social order) best captures the process involved. This volume resists proclaiming a new social formation as so many books written by empiricists have done by extrapolating from empirical data. Until we can convincingly demonstrate that a new generative mechanism is at work, it is premature to argue what accounts for the global changes that are taking place and where they will lead. More concisely we seek to answer the question whether or not current social change can be regarded as social morphogenesis. Only then, in the next volumes will the same team of authors be able to remove the question mark.
