College Access Act for the purpose of expanding higher education opportunities for college-bound D.C. residents in an effort to stabilize D.C.'s population and tax base. The act created the D.C. TAG Program, a residency-based tuition subsidy program, which allows D.C. residents to attend participating public universities and colleges nationwide at in-state tuition rates. UDC is not eligible to participate in the TAG Program because in-state tuition rates are already available for D.C. residents The TAG Program also provides smaller grants for students to attend private institutions in the D.C. metropolitan area and private HBCUs in Maryland and Virginia. An eligible institution may participate in the grant program only if the institution has formally signed a Program Participation Agreement with the mayor of the District of Columbia. Students attending a participating public institution can receive a tuition subsidy of up to $10,000 per year (calculated as the difference between in-state and out-of-state tuition rates), with a total cap of $50,000 per student. D.C. residents attending private institutions in the D.C. metropolitan area and private HBCUs in Maryland and Virginia may receive an annual grant award of up to $2,500 per year, with a total cap of $12,500 per student. The grant funding can be applied only to a student's tuition and fee costs and must not supplant other grant funding that the student is eligible to receive. As a result, file tuition assistance grant must be considered as the final or "last dollar" that is added to a student's financial aid package. Since the grant can be applied only to tuition and fees, other costs associated with college attendance, such as room and board fees and transportation costs, must be paid by other means. The D.C. government received $17 million in each of fiscal years 2000 and 2001 to implement the grant program and to provide grants to qualified applicants.

Book excerpt: Congress created the District of Columbia Tuition Assistance Grant (DCTAG) program in 1999 to provide D.C. college-bound residents with greater choices among institutions of higher education by affording them the benefits of in-state tuition at state colleges and universities outside the District of Columbia. Congress appropriated $17 million annually for fiscal years 2000 through 2004 and $25.6 million for fiscal year 2005. GAO was asked to assess whether (1) adequate controls exist over the use of federal funds, including processes to determine institution and student eligibility, manage the cash needs of the program, and pay administrative expenses; (2) funds for the DCTAG program are accounted for separately from the District's general fund; and (3) administrative expenses for the program charged against federal funds are within the 7 percent limit of the total amount appropriated for the program. GAO recommends actions to improve internal controls over determining student eligibility, retaining required documents, routinely conducting reconciliations, and ensuring reimbursements are timely made. Book excerpt: "The District of Columbia's Tuition Assistance Grant Program (DCTAG), instituted in 1999, allows DC residents to attend public colleges and universities throughout the country at considerably lower in-state tuition rates. We use the sharp decline in the price of public colleges and universities faced by residents of the District of Columbia under DCTAG to estimate the effects of price on students' college application and enrollment decisions. Using a sample of students from nearby large cities as a control group, we find that the number and share of DC residents applying to four-year colleges increased substantially under the program, and students were considerably more likely to apply to colleges that were eligible for the subsidy. Freshmen enrollments of DC residents also increased substantially at eligible institutions, although the effect on overall freshmen enrollments of DC residents was fairly modest, suggesting that in its first year the subsidy had more of an impact on where students chose to attend than on whether they chose to attend college at all"--NBER website.

Book excerpt: In the 108th Congress, numerous proposals have been made to establish federal programs designed to increase parents' opportunities to choose the elementary and secondary schools their children attend. A few of these proposals would create new school choice programs specifically designed to serve parents and students in the District of Columbia. On December 8, 2003, the House agreed to the conference report (H.Rept. 108401) of the Consolidated Appropriations Act, 2004 (H.R. 2673) which among other things would authorize the establishment of a scholarship program in the District of Columbia under the DC School Choice Incentive Act of 2003. The bill would create a competitive grant program under which the Secretary of Education would award grants to eligible entities for the operation of one or more scholarship programs in the District of Columbia. Grantees would award scholarships (also commonly referred to as school vouchers) of up to $7,500 per academic year to elementary and secondary school students, who are residents of the District of Columbia and whose family income does not exceed 185% of the poverty level, to enable them to attend private schools located in the District of Columbia. For FY2004, $14 million would be provided to fund and administer the program. At present, the Senate has not voted on the conference report. Previously, the House and Senate considered establishing a scholarship program in the District of Columbia as part of FY2004 appropriations bills for the District of Columbia (H.R. 2765, S. 1583, and S.Amdt. 1783) or a separate bill reported by a House Committee (H.R. 2556). This report identifies and briefly discusses some of the issues that have led to a new federally funded school choice program being considered as a policy option for elementary and secondary education in the District of Columbia. It provides a brief description of the proposed scholarship program. The report then identifies and analyzes a number of policy issues that the 108th Congress may consider as it debates the proposal. Significant policy issues discussed in the report include: the potential effect of the proposed program on school choice in the District of Columbia; the potential of the program to affect the distribution of federal and local education funding in the District of Columbia; how nondiscrimination and civil rights laws might apply to grantees and participating schools; and how accountability of the program would be assured. This report will be updated consistent with significant legislative activity.
