There is a great deal of academic knowledge about the role of the international financial institutions, powerful states and capital markets in international development, but there is little understanding of how regional dynamics and regional institutions influence global governance and developing countries. This book offers an independent and grounded investigation concerning the political economic role of Regional Development Banks through a study of the world’s leading regional development bank, the Inter-American Development Bank (IDB). The book examines the political economy of the IDB and its role in regional and national development during the neoliberalisation processes of the 1990s. In particular, the investigations explore the IDB’s power in regional and national development – via its technical, political and financial interventions – to frame policy alternatives, absorb opposition forces, support specific coalition forces and justify a particular direction of development, all in order to legitimize specific political economic projects directed by market-led pro-reform coalitions aligned with global financial forces and financial development guidelines. During the 1970s, with famines and two oil crises, the attention of the international donor community was riveted on Africa. In the 1980s international organizations, both governmental and private, have responded to the African crises. One increasingly visible organization is the African Development Bank, recently heralded by the Wall Street Journal as "the rarest of African species: a success." Founded in 1964 by African governments, its mandate was to solve African problems using African resources. But the devastation of the 1970s forced bank members to reexamine the implications of Africanicity, and in 1982 the bank courted nonregional members. In this first academic study of the ADB, Karen Mingst argues that the bank is a political institution, not the functional, economically neutral organization originally envisioned. Using bank archives and extensive interviews with ADB personnel, contractors, the economic development community, and national government officials, Mingst analyzes the changing political relationships in the ADB in three arenas: intraorganizational politics with effects on the secretariat and on policy issues, political relations with other development organizations, and hegemonic politics among politically and economically powerful state members. Particularly fascinating are her analyses of ADB techniques to influence borrowing states and her discussion of the cooperative and competitive relationship between the ADB and the World Bank. Mingst concludes by comparing the ADB with the other multilateral development banks: the Inter-American Development Bank and the Asian Development Bank. This book will interest all policymakers and scholars concerned with international organizations, economic development, and the entire future of Africa.

MDBs have their roots in the growing system of international finance and multilateral cooperation, with the first recognisable MDB being proposed by Latin America in financial cooperation with the US in the late 1930s. That Inter-American Bank did not eventuate but was a precursor to the World Bank being negotiated at Bretton Woods in 1944. Since then, a complex network of regional, sub-regional, and specialised development banks has progressively emerged across the globe, including two significant recent entrants established by China and the BRICS. MDBs arrange loans, credits, and guarantees for investment in member states, generally with the stated aim of fostering economic growth. They operate in both the Global North and South, though there are more MDBs focusing on emerging and developing states. While the World Bank and some of the larger regional banks have been scrutinised, little attention has been paid to the smaller banks or the overall system. This book provides the first study of all 30 MDBs and it evaluates their interrelationships. It analyses the emergence of the MDBs in relation to geopolitics, development paradigms and debt. It includes sections on each of the banks as well as on how MDBs have approached the key sectors of infrastructure, human development, and climate. This book will be of particular interest to researchers of development finance, global governance, and international political economy.

The book examines the history of procurement regulation in the banks; the tripartite relationship created between the banks, borrowers and contractors in funded procurements; the procurement documents and procurement cycle; as well as how the banks ensure competition and value for money in funded procurements. The book also examines the banks' approach to sustainability concerns in public procurement such as environmental, social or industrial concerns; as well as how the banks address the issue of corruption and fraud in funded contracts. Another issue that is addressed by this book is how the banks have implemented the aid effectiveness agenda.
