Book excerpt: The phenomenon of national identities, always a key issue in the modern history of Bohemian Jewry, was particularly complex because of the marginal differences that existed between the available choices. Considerable overlap was evident in the programs of the various national movements and it was possible to change one's national identity or even to opt for more than one such identity without necessarily experiencing any far-reaching consequences in everyday life. Based on many hitherto unknown archival sources from the Czech Republic, Israel and Austria, the author's research reveals the inner dynamic of each of the national movements and maps out the three most important constructions of national identity within Bohemian Jewry - the German-Jewish, the Czech-Jewish and the Zionist. This book provides a needed framework for understanding the rich history of German- and Czech-Jewish politics and culture in Bohemia and is a notable contribution to the historiography of Bohemian, Czechoslovak and central European Jewry.

This platform should serve as an open forum for interested scholars, writers, and prospective students, as well as practitioners, for the exchange of different approaches to problems being analyzed by authors from different jurisdictions, and therefore providing interesting insight into issues being dealt with differently in many different countries. The Czech (& Central European) Yearbook of Arbitration® , the younger twin project within the Czech Yearbooks, primarily focuses on the problematic of arbitration from both the national and international perspective. The use of arbitration as a method of dispute resolution continues to increase in importance. Throughout Central and Eastern Europe, arbitration is viewed as being progressive, due to its practical aspects, and to its meeting the needs of specialists in certain practice areas. Central and Eastern Europe, the primary, but not exclusive, focus of this project, is steeped in the Roman tradition of continental Europe, in which arbitration is based on the autonomy of the parties and on informal procedures. This classical approach is somewhat different from the principles on which the system of arbitration in common-law countries is based. Despite similarities among countries in the region, arbitration in Central and Eastern Europe represents a highly particularized and fragmented system. One shortcoming in the use of arbitration in Central and Eastern Europe is the absence of comparative standards or a baseline that would facilitate the identification of commonalities and differences in individual countries, and help resolve problems that are common throughout the region. The CYArb® project aims to address this issue and provide a forum for comparisons of arbitration practice and doctrine in countries within the region, and in relation to practices internationally. It sheds light on both practical and academic aspects within these countries, and compares those approaches to broader European and international practices. This project will also foster a broad exchange of legal research and other information on the subject. The third volume of the CYArb® focuses on the blurry area which borders the procedural and substantial law. Editors, being motivated with an endeavour to provide the readers with complex insight into the problematic, invited authors of Civil same as Common law jurisdictions to provide their insight and analysis on the problems of i.e. mandatory provisions of procedural same as substantive law, issues of application of law in arbitration, adjudication according to the ex aequo et bono principles, issues of the burden and standard of proof and others. The issues are presented on highly comparative basis provided mostly by practitioners who are simultaneously involved in academic activities. The book is divided into four sections. The backbone sections encompass the doctrinal articles of the authors same as case law analysis of the domestic courts from the region relating to the topic, covering the case law of Constitutional, General same as Arbitral courts of the countries from the Central European Region. The rest of the book covers the news in the arbitration area same as interesting arbitration events or published articles and books of the authors from the region. Book excerpt: It is beyond any doubt that East-Central European countries such as Czech Republic, Hungary, Poland and Slovakia has dramatically changed its shape through its radical transition from centrally planned to the market economies in last 7 years. Many economists divide the process of economic transformation into areas of Stabilization, Liberalization, and Privatization/Restructuring. The traditional view is that stabilization and liberalization can be achieved rather quickly-by balancing budgets, balance of payments, tightening money supply, freeing prices and liberalizing trade-but that the area of privatization is one that could be moved to the future and will require much more time. Until 1991, none of the post-communist nations except former East Germany (which had a large decree of support from West Germany) had succeeded in privatizing large numbers of enterprises, even though more than two years had passed since the changes in government in these nations. The privatization has been, however, seen as an extremely important part of reform package together with stabilization and liberalization especially in the Czech Republic from the very beginning. The Czechs originally as a part of the Czechoslovak Federal Republic embarked on an unprecedented path that should have lead not only to stabilization and liberalization, but also to very rapid, mass privatization of its sector of large enterprises that have dominated its economy to an extreme extent.

Book excerpt: These reminiscences are an intimate account of Mila Rechcgls saga, his fascinating life, his varied and successful professional career, and his highly visible public life, encompassing some fifty years, since the earliest childhood in a small hamlet in northeastern rural Bohemia to his government career in the Worlds Capital, Washington, DC and spending his retirement years in active scholarship and voluntary work for non-profit organizations. He views his life as a chess game, in which he confronts various challenges head-on, usually ending with a checkmate in his favor. He describes his idyllic youth at family mill, in an area known as Bohemian paradise, talks fondly of his parents and grandparents, the time he spent in a one-class rural school, followed by eight years in gymnasium in Mlada Boleslav, four during the Nazi occupation of Czechoslovakia and four in the post-War era under the communist threat. After successful escape from communist Czechoslovakia, he immigrates to America, spending his greenhorn years in New York City, working in a glass jewelry factory. He gets a scholarship, is accepted by a prestigious Ivy League school (Cornell) and with skimpy English manages getting his bachelors degree in biochemistry in two and half years, followed by Masters and Ph.D. Gets hired by the National Institutes of Health in Bethesda where he conducts some pioneering research on enzyme turnover and later is offered training in science policy and administration, leading to his appointment as Special Assistant for Nutrition and Health, and later is put in charge of research at the US State Departments Agency for International Development. Beyond the call of duty, he publishes numerous books and in his spare time, devotes energies to organizing an international Czechoslovak Society of Arts and Sciences into a first-class institution and does premier research on immigration history.
