Book excerpt: Many teens today who use the Internet are actively involved in participatory cultures—joining online communities (Facebook, message boards, game clans), producing creative work in new forms (digital sampling, modding, fan videomaking, fan fiction), working in teams to complete tasks and develop new knowledge (as in Wikipedia), and shaping the flow of media (as in blogging or podcasting). A growing body of scholarship suggests potential benefits of these activities, including opportunities for peer-to-peer learning, development of skills useful in the modern workplace, and a more empowered conception of citizenship. Some argue that young people pick up these key skills and competencies on their own by interacting with popular culture; but the problems of unequal access, lack of media transparency, and the breakdown of traditional forms of socialization and professional training suggest a role for policy and pedagogical intervention. This report aims to shift the conversation about the "digital divide" from questions about access to technology to questions about access to opportunities for involvement in participatory culture and how to provide all young people with the chance to develop the cultural competencies and social skills needed. Fostering these skills, the authors argue, requires a systemic approach to media education; schools, afterschool programs, and parents all have distinctive roles to play. The John D. and Catherine T. Private and government organizations are developing programs to enhance the school readiness of all young children, especially children from economically disadvantaged homes and communities and children with special needs. Well-planned and effective assessment can inform teaching and program improvement, and contribute to better outcomes for children. This book affirms that assessments can make crucial contributions to the improvement of children's well-being, but only if they are well designed, implemented effectively, developed in the context of systematic planning, and are interpreted and used appropriately. Otherwise, assessment of children and programs can have negative consequences for both. The value of assessments therefore requires fundamental attention to their purpose and the design of the larger systems in which they are used. Early Childhood Assessment addresses these issues by identifying the important outcomes for children from birth to age 5 and the quality and purposes of different techniques and instruments for developmental assessments.

Book excerpt: In a rapidly changing world, there is an ever-increasing need to monitor the Earth’s resources and manage it sustainably for future generations. Earth observation from satellites is critical to provide information required for informed and timely decision making in this regard. Satellite-based earth observation has advanced rapidly over the last 50 years, and there is a plethora of satellite sensors imaging the Earth at finer spatial and spectral resolutions as well as high temporal resolutions. The amount of data available for any single location on the Earth is now at the petabyte-scale. An ever-increasing capacity and computing power is needed to handle such large datasets. The Google Earth Engine (GEE) is a cloud-based computing platform that was established by Google to support such data processing. This facility allows for the storage, processing and analysis of spatial data using centralized high-power computing resources, allowing scientists, researchers, hobbyists and anyone else interested in such fields to mine this data and understand the changes occurring on the Earth’s surface. This book presents research that applies the Google Earth Engine in mining, storing, retrieving and processing spatial data for a variety of applications that include vegetation monitoring, cropland mapping, ecosystem assessment, and gross primary productivity, among others. Datasets used range from coarse spatial resolution data, such as MODIS, to medium resolution datasets (Worldview -2), and the studies cover the entire globe at varying spatial and temporal scales.

Despite their popularity, little is known about their health effects. Some suggest that e-cigarettes likely confer lower risk compared to combustible tobacco cigarettes, because they do not expose users to toxicants produced through combustion. Proponents of e-cigarette use also tout the potential benefits of e-cigarettes as devices that could help combustible tobacco cigarette smokers to quit and thereby reduce tobacco-related health risks. Others are concerned about the exposure to potentially toxic substances contained in e-cigarette emissions, especially in individuals who have never used tobacco products such as youth and young adults. Given their relatively recent introduction, there has been little time for a scientific body of evidence to develop on the health effects of e-cigarettes. Public Health Consequences of E-Cigarettes reviews and critically assesses the state of the emerging evidence about e-cigarettes and health. This report makes recommendations for the improvement of this research and highlights gaps that are a priority for future research.
