It discusses how since about 2000 the Russian state has attempted to address the country’s excessive dependence on natural resources by implementing an ambitious programme of economic modernisation, including giving innovation more policy prominence, boosting state funding for research and development and innovation, and emphasising science towns and technology parks as key instruments for stimulating innovation. Based on extensive original research, taking a multidisciplinary approach, and including detailed case studies, the book explains why, despite these efforts, Russia is performing comparatively poorly in innovation outcomes. It argues that a key factor is the country’s political economy model in which science, technology, and innovation policies are mainly controlled and funded by the federal centre of power and led by domestic political and economic elites.

Book excerpt: An increase in global access to goods and knowledge is transforming world-class science and technology (S&T) by bringing it within the capability of an unprecedented number of global parties who must compete for resources, markets, and talent. In particular, globalization has facilitated the success of formal S&T plans in many developing countries, where traditional limitations can now be overcome through the accumulation and global trade of a wide variety of goods, skills, and knowledge. As a result, centers for technological research and development (R&D) are now globally dispersed, setting the stage for greater uncertainty in the political, economic, and security arenas. These changes will have a potentially enormous impact for the U.S. national security policy, which for the past half century was premised on U.S. economic and technological dominance. As the U.S. monopoly on talent and innovation wanes, arms export regulations and restrictions on visas for foreign S&T workers are becoming less useful as security strategies. The acute level of S&T competition among leading countries in the world today suggests that countries that fail to exploit new technologies or that lose the capability for proprietary use of their own new technologies will find their existing industries uncompetitive or obsolete. The increased access to information has transformed the 1950s' paradigm of "control and isolation" of information for innovation control into the current one of "engagement and partnerships" between innovators for innovation creation. Current and future strategies for S&T development need to be considered in light of these new realities. This book analyzes the S&T strategies of Japan, Brazil, Russia, India, China, and Singapore (JBRICS), six countries that have either undergone or are undergoing remarkable growth in their S&T capabilities for the purpose of identifying unique national features and how they are utilized in the evolving global S&T environment.

Book excerpt: Russia possesses a sophisticated science and technology (Samp;T) infrastructure (research capability, technically trained workforce, and technical research universities) which, even today, is a world leader in many fields. Despite this world class basic research capacity, Russia's exports are primarily raw materials. At a time when wealth depends to an increasing degree on knowledge, Russia does not have an effective system for converting its scientific capacity into wealth.Russia's Samp;T resources are isolated bureaucratically (they are deployed in the rigid hierarchical system devised in the 1920s to mobilize resources for rapid state-planned industrial development and national defense), functionally (there are few links between the supply of Samp;T output by research institutes and the demand for Samp;T by Russian or foreign enterprises), and geographically (many assets are located in formerly closed cities or isolated science/atomic cities). Overcoming these inefficiencies and adjusting the Samp;T system to the demands of a market economy will require a major program of institutional and sectoral reform.Part I of this paper describes the ambiguous legacy of the Soviet Samp;T system and the status of the Russian Samp;T sector after 10 years of transition. Part II describes the evolution of the Russian system of intellectual property rights protection from Soviet times to the present and argues that Russia will never develop a successful commercialization program until it clarifies the ownership of the large stock of intellectual property funded with federal budget resources. Part III outlines a comprehensive 10-point sectoral reform program to improve the efficiency of government research and development spending and link the Russian Samp;T system with market forces.This paper - a product of the Private and Financial Sectors Development Unit, Europe and Central Asia Region - is part of a larger effort in the region to foster understanding of technology commercialization issues.

A proposed bilateral intergovernmental commission could play a pivotal role toward that end as cooperation moves from assistance to partnership. The report proposed the establishment of two model State Sanitary Epidemiological Surveillance Centers in Russia, more focused support of competitively selected Russian research groups as centers of excellence, the promotion of investments in biotechnology niches that are well suited for Russian companies, and expanded opportunities for young scientists to achieve scientific leadership positions in Russia. Also, the report highlighted the importance of U.S. programs that support the integration of former Soviet defense scientists with civilian researchers who had not been involved in military-related activities.
