Book excerpt: The area of work and family is a hot topic in the social sciences and appeals to scholars in a wide range of disciplines. There are few edited volumes in this area, however, and this may be the only one that focuses on low-income families--a particularly important group in this era of welfare-to-work policy. Interdisciplinary in nature, the volume brings together contributors from the fields of psychology, social work, sociology, demography, economics, human development and family studies, and public policy. It presents important work-family topics from the point of view of low-income families at a time in history when welfare to work programs have become standard. Divided into four parts, each section addresses a different aspect of the topic, consisting of a big picture lead essay which is followed by three papers that critique, extend, and supplement the final paper. Many of the chapters address important social policy issues, giving the volume an applied focus which will make it of interest to many groups. Serving to organize the volume, these issues and others have been encapsulated into four sets of anchor questions: *How has the availability, content, and stability of the jobs available for the working poor changed in recent decades? How do work circumstances for low-income families vary as a function of gender, family structure, race, ethnicity, and geography? What implications do these changes have for the widening inequality between the haves and have-nots? *What features of work timing matter for families? What do we know about the impacts of shift work, long hours, seasonal work, and temporary work on employees, their family relationships, and their children's development? *How are the child care needs of low-income families being met? What challenges do these families face with regard to child care, and how can child-care services be strengthened to support parents and to enhance child development? *How are the challenges of managing work and family experienced by low-income men and women? The primary audience for the book is academicians and their students, policy specialists, and people charged with developing and evaluating family-focused programs. The volume will be appropriate for classroom use in upper-level undergraduate courses and graduate courses in the fields of family sociology, demography, human development and family studies, women's studies, labor studies, and social work.

The study involved a review of current research findings, interviews with staff of child resource and referral agencies, and an examination of child care consumer education provided in the Job Opportunities and Basic Skills (JOBS) program. This report presents the results of these inquiries. Chapter I identifies sources of consumer information on child care. Three public subsidy programs discussed are the Family Support Act, Child Care and Development Block Grant, and the Title IV-A At-Risk Child Care Program. Chapter II considers parents as child care consumers, examining the ways parents search for child care, the kinds of child care families use and the kinds they really want, and the child care characteristics that satisfy parents. In chapter III, the same issues are examined with respect to low-income parents. In addition, constraints facing low-income child care users, including transportation problems, time constraints, lack of money and expertise, and problems related to cultural differences, are discussed. Finally, chapter IV focuses on the provision of child care consumer education, identifying essential program features, points in time when consumer education should be provided, delivery methods, and information provided to JOBS participants. Book excerpt: In the Fall of 2003, the Pennsylvania Build Initiative convened a Rate Policy Task Force to broadly examine the issue of child care rates and make recommendations for action. The Task Force goal was two-fold: (1) to suggest ways that the rate and payment process currently used by the Pennsylvania Department of Public Welfare (DPW) can better support the children and families who receive subsidized child care; and (2) to begin thinking about how DPW rates can be aligned with the early care and education finance approaches used by other public agencies and private funders. While Task Force members represented many of the Commonwealth's early childhood programs and fund administrators, the group decided early on that it was essential to gather information from a much broader group of providers, consumers and administrators. To this end, Task Force members suggested that a series of forums--discussion groups guided by facilitators and a common set of questions--be convened across the state. The Pennsylvania Child Care Association (PACCA) agreed to coordinate this effort. In February and March of 2004, forums were held in the following eight regions: Lehigh, Norristown, Philadelphia, Harrisburg, Scranton, Monroeville, Franklin and State College. Lessons learned from the forum, coupled with ideas and research gleaned from Task Force members, form the basis of this report. Section I summarizes key issues raised at the forums, and includes concerns and suggestions made by forum participants. Section II summarizes Task Force deliberations, research and ideas from other states. Section III offers recommendations from the Task Force. Book excerpt: A majority of states used funding from the Child Care and Development Fund (CCDF) in fiscal year 2017 to entirely or mostly support 7 of 10 major state child care activities. Chapters 1 and 2 examine the extent to which states use CCDF funds to support their child care system, the kinds of CCDF-related activities states engage in that affect children who are not receiving CCDF subsidies, and how states plan to use the increase in CCDF funding from the Consolidated Appropriations Act, 2018. Each year, millions of children age 5 and under receive publicly funded early care and education (ECE) services. Chapter 3 examines the number and characteristics of state ECE programs and the extent to which they share characteristics or overlap with federal or other state programs; and how states fund their ECE programs, including any related benefits and challenges reported by states. Chapter 4 discusses examines the federal investment in early learning and child care programs; fragmentation, overlap, and duplication among early learning and child care programs and agencies' efforts to address these conditions; and the extent to which agencies assess performance for programs with an explicit early learning or child care purpose. The cost of safe, good-quality child care prevents many low and middle-income parents from working, or forces them to work fewer hours, or accept lower wages. The federal government provides direct support to improve child care quality and subsidise child care costs for low- and middle-income families through the Child Care and Development Block Grant (CCDBG). Chapter 5 discusses recent legislation on child care quality and access. Trauma is a widespread, harmful, and costly public health problem, and its effects are especially detrimental to children. Any frightening, dangerous, or violent event that threatens a child or their loved ones can potentially be traumatic. Chapter 6 reviews selected states' efforts to support children affected by trauma. Some international human rights standards allow broad state interventions in families based on the state's conception of the best interest of the child. These states believe it is better to remove a child from its biological parents rather than let the child stay at home. The United States has grappled with where the threshold should be for removal of children from their parents. One major consideration in this balancing of interests should be the potentially lifelong suffering and even abuse faced by children who were removed from their own families, and who remain without permanent families in the foster care system as reported in chapter 7.
