Book excerpt: In a neoliberal era, when the ideology of the free market governs community development as much as international trade, a conflict between capital and tradition is inevitable. Issues such as the value ascribed to honour and social prestige are difficult to negotiate with economic opportunity. Using the example of a 'traditional' Nepalese market town, Katharine Neilson Rankin explores how economic liberalization has blended with local cultures of value. Utilizing the ethnographic method of anthropology and the comparative and normative thrust of geography, Rankin undertakes a critique of neoliberal approaches to development. She demonstrates how market-led development does not expand opportunity, but rather deepens existing injustice and inequality, which is further exacerbated by planners eager to implement market-led approaches relying on naively idealistic notions of 'social capital' to expand poor people's access to the market. The Cultural Politics of Markets makes a clear case for a strategic merger between anthropological and planning perspectives in thinking about the issue of market transformation.

Six country volumes (one each on Bangladesh, Nepal, Pakistan, Sri Lanka, and two on India, as well as two standalone volumes) comprising over fifty research papers and two book-length studies, detail the histories of sexual violence and look at the systemic, institutional, societal, individual and community structures that work together to perpetuate impunity for perpetrators. The essays in this volume focus on Nepal, which though not directly colonized, has not remained immune from the influence of colonialism in its neighbourhood. In addition to home-grown feudal patriarchal structures, the writers in this volume clearly demonstrate that it is the larger colonial and post-colonial context of the subcontinent that has enabled the structuring of inequalities and power relations in ways that today allow for widespread sexual violence and impunity in the country – through legal systems, medical regimes and social institutions. The period after the 1990 democratic movement, the subsequent political transformation in the aftermath of the Maoist insurgency and the writing of the new constitution, has seen an increase in public discussion about sexual violence. The State has brought in a slew of legislation and action plans to address this problem. And yet, impunity for perpetrators remains intact and justice elusive. What are the structures that enable such impunity? What can be done to radically transform these? How must States understand the search for justice for victims and survivors of sexual violence? Through an ethnography of the Thangmi, a marginalized community who migrate between Himalayan border zones of Nepal, India, and the Tibetan Autonomous Region of China, Shneiderman offers a new explanation for the persistence of enduring ethnic identities today despite the increasing realities of mobile, hybrid lives. She shows that ethnicization may be understood as a process of ritualization, which brings people together around the shared sacred object of identity. The first comprehensive ethnography of the Thangmi, Rituals of Ethnicity is framed by the Maoist-state civil conflict in Nepal and the movement for a separate state of Gorkhaland in India. The histories of individual nation-states in this geopolitical hotspot—as well as the cross-border flows of people and ideas between them—reveal the far-reaching and mutually entangled discourses of democracy, communism, development, and indigeneity that have transformed the region over the past half century. Attentive to the competing claims of diverse members of the Thangmi community, from shamans to political activists, Shneiderman shows how Thangmi ethnic identity is produced collaboratively by individuals through ritual actions embedded in local, national, and transnational contexts. She builds upon the specificity of Thangmi experiences to tell a larger story about the complexities of ethnic consciousness: the challenges of belonging and citizenship under conditions of mobility, the desire to both lay claim to and remain apart from the civil society of multiple states, and the paradox of self-identification as a group with cultural traditions in need of both preservation and development. Through deep engagement with a diverse, cross-border community that yearns to be understood as a distinctive, coherent whole, Rituals of Ethnicity presents an argument for the continued value of locally situated ethnography in a multisited world.
