Book excerpt: This volume addresses the issues of financing urban growth of the African continent -- which has the highest urban growth rate on the planet -- in the next decades. Considerable investment will be needed to sustain this level of growth and to clear up accumulated backlogs. At the same time, decentralization has resulted in increased responsibilities for local government; but in most cases, institutional reforms were carried out without the transfer of a sufficient level of resources, and local capacities in governance and project management are weak. Which mechanisms will finance these extensive needs, and how will African local governments meet these needs? Specifics on how to finance African cities have not been studied. The actual scale of this market has not been fully grasped. A systemic approach to this market is difficult because of its diversity (country size; institutional context; characteristics of urban network; availability of capital market, currency, etc.) and a lack of data. Donors’ assistance methods in the sector are disparate, marked by disputes between different schools of thought; special-purpose vehicles created by donors operate according to a variety of methods and with wide-ranging and sparsely disseminated results. What is the best way to transform these systems, often antiquated in many respects, into modern financing systems that facilitate access to domestic markets, mobilize local savings and reinforce local government autonomy? There is no single answer to this question in regard to such a variety of institutional and economic contexts. The main objective of the study is to clarify the debates and to enlighten the choices of African decision-makers at local and national level.

Book excerpt: The Sustainable Development Goals (SDGs) adopted by the UN in 2015 have influenced the actions of international and intergovernmental organisations and governments around the world, and have dictated priorities for international aid spending. Culture, including heritage, is often presented as fundamental to addressing the SDGs: since 2010, the United Nations has adopted no fewer than five major policy recommendations that assert its importance as a driver and enabler of development. Yet, heritage is marginalized from the Sustainable Development Goals. Rethinking Heritage for Sustainable Development constitutes a substantial and original assessment of whether and how heritage has contributed to three key dimensions of sustainable development (namely poverty reduction, gender equality and environmental sustainability) within the context of its marginalisation from the Sustainable Development Goals and from previous international development agendas. Sophia Labadi adopts a novel, inclusive, large-scale and systematic approach, providing the first comprehensive history of the international approaches on culture (including heritage) for development, from 1970 to the present day. This book is also the first to assess the negative and positive impacts of all the international projects implemented in sub-Saharan Africa by a consortium of UN organisations that aimed to provide evidence for the contribution of heritage for development in time for the negotiation of the SDGs. The book’s conclusions provide recommendations for rethinking heritage for development, while reflecting on the major shortcomings of the selected projects.

La reconnaissance croissante de l’importance des forêts pour endiguer le changement climatique a introduit un nouvel élan dans la lutte contre la déforestation et la dégradation de la forêt tropicale. La plupart des pays de bassin du Congo sont activement engagés dans un processus de préparation des cadres et stratégies-cadre capable de créer des incitations à « réduire les émissions dues à la déforestation et à la dégradation des forêts », encourageant « la conservation et la gestion durable des forêts ainsi que l’amélioration de la séquestration du carbone par les forêts » (REDD+). Ils travaillent ainsi d’ores-et-déjà à renforcer leur capacité de suivi des émissions liées aux forêts, à améliorer la gouvernance des forêts, à promouvoir le développement et à réduire la pauvreté, tout en protégeant les ressources naturelles de la région. Un exercice de deux ans visant à analyser et comprendre en profondeur la dynamique de la déforestation dans le bassin du Congo est résumé dans le présent rapport, qui s’organise comme suit : Le chapitre 1 donne une vue d’ensemble des forêts du bassin du Congo • Le chapitre 2 présente la dynamique de la déforestation et résume les résultats d’une analyse secteur par secteur des grands facteurs de déforestation dans le bassin du Congo. • Le chapitre 3 fournit une actualisation de l’état des négociations REDD+ dans le cadre de la CCNUCC et des implications pour les pays du bassin du Congo.
