In a report to the Chamber of Deputies on the functioning of the newly established educational and cultural institutes in East Europe in 1900, the French deputy Manuel Boucher set the rhetorical question, "What political operation or armed invasion was ever able, with less expenditure, to produce such important results?" (cited in Haigh 1974, p.22). France's foreign policy in Central and Eastern Europe focused primarily on Poland and Romania. Political and cultural relations to Romania date back until the 18th century and still today Romania remains to be perceived as a strategic partner for France in Eastern Europe. One reason for this is the fact that Romania remains the most francophone European country whose official language is not French.Nearly a quarter of its population (22.44%) is estimated to be francophone and over half of its pupils at primary and lower secondary level study French. This represents the highest quota in a European country in which French has not the status of an official language (Eurostat 2013).Moreover, Romania has a strong affinity towards French culture and very good, long-standing political relations. According to the current Romanian Prime Minister Victor Ponta, it are these sound cultural and political relations which foster bilateral economic relations (Baragan, 2013). This allusion to the correlation of culture and economic collaboration represents the premise of this dissertation. The purpose of this research is to attempt an assessment of the long-term impact of France's educational and cultural policies in Romania under the concept of Cultural Diplomacy for its economic relations with Romania in the late 20th and early 21st century.

It is oriented towards modern literacy while being deeply rooted in a long oral tradition, and paradoxically displays both attachment to local specifics and commitment to mimetic speech and act(ion)s imported from various cultural spaces. The book presents a characterisation of the Romanian cultural space in terms of various discourse practices, drawing on recent challenging theoretical proposals, and concluding with in-depth corpus-based analyses. The chapters focus on five main topics (the co-construction of discursive identities, discursive polyphony, textualisation of attitudes and emotions, conceptual metaphors, and grammaticalisation of context) explored in various discourse genres (political discourse, media discourse, professional discourse, face-to-face conversation, literature of memoires, and the usage of Romanian by non-natives). The theoretical framework utilised here is discourse analysis, defined in a broad sense (with regards to discourse patterns, pragmatic phenomena, conversation analysis, and rhetoric). The volume, having both a theoretical and an applied dimension, will appeal to an international readership, including researchers interested in current developments of pragmatics and discourse analysis.

Book excerpt: How can democratization, coupled with transnational integration, resolve conflicts over cultural difference in places that are marked by legacies of nationalist competition? This book explores that question through a comparative study of contestations over language use in the heart of the post-Communist region. Zsuzsa Csergo notes that newly independent governments looked to "rejoin" the West, in particular the European Union, while at the same time asserting control over the institutions they considered key to the reproduction of national cultures. These national projects resulted in renewed salience for minority language rights and a complicated politics triggering EU concerns about the treatment of regional/cultural minorities. Csergo's field research in Romania, Hungary, and Slovakia leads her to make a bold claim about the primacy of domestic politics in the construction of democratic solutions to the conundrum of nation building and minority rights.Talk of the Nation breaks new ground by focusing on both majority and minority political elites and parties in interethnic relations. Csergo challenges arguments about the overwhelming importance of international influence. Her book demonstrates that the role of domestic political actors in interethnic reconciliation is not merely that of "compliance" with international requirements or "effectiveness" in responding to external pressure--they are largely guided by the internal democratic process.
