Book excerpt: Cuentas de la Educación en España, 2000-2013 analiza la situación educativa en España en los años transcurridos del siglo xxi, contemplando los recursos humanos y financieros empleados, las contribuciones del sector público y las familias, además de los resultados obtenidos. En el estudio se delimitan los bienes y servicios específicos del ámbito educativo y las actividades que involucran, abarcando más de las que habitualmente se incluyen en los estudios de Economía de la Educación. La primera consecuencia de este planteamiento es que permite aproximarse cuantitativamente a la importancia que va adquiriendo la formación a lo largo de la vida y al papel de las empresas en este ámbito. Una segunda implicación es que se amplía el volumen de recursos humanos y financieros que se consideran relacionados con la educación. La obra recoge toda la información relacionada con esas actividades, a un nivel mucho más detallado de lo que permitiría el núcleo central del Sistema de Cuentas Nacionales e integrando las diferentes perspectivas en el marco general de la Contabilidad Nacional. Para aproximarse a este objetivo es necesario hacer un notable esfuerzo para integrar fuentes estadísticas diversas y garantizar la consistencia entre las mismas mediante el análisis, homogeneización, integración y estructuración de toda la información disponible acerca de las múltiples dimensiones de las actividades educativas consideradas. Las cuentas de la educación elaboradas (accesibles a través de bit.ly/fbbva_basededatos_cuentasedu) incluyen un banco de datos de variables no monetarias –sobre recursos humanos– y monetarias –sobre gasto, ingresos o costes– y relacionan unas y otras con el fin de dar sentido a las magnitudes monetarias del ámbito educativo. La información se recoge con detalle regional y desagregada por niveles educativos y los sectores institucionales responsables de la financiación y el gasto. En esta monografía se analizan los principales resultados de las cuentas y se facilitan materiales para dar respuestas más completas y rigurosas a interrogantes de gran interés para la planificación, el seguimiento y la evaluación de políticas en una materia de tanto impacto social y económico como la educación. Esta publicación puede resultar de gran interés tanto para docentes y gestores públicos como para investigadores, y el público en general.

De ese modo, se ofrece un marco de referencia para la planificación, el seguimiento y el diseño de políticas educativas por las autoridades responsables, con el doble objetivo del aprovechamiento de los recursos y del logro de la igualdad de oportunidades, no solo entre regiones, sino también entre los individuos con características socioeconómicas distintas. La monografía incluye un banco de datos con información sobre el gasto en educación, costes y financiación de los centros educativos y alumnado con detalle regional. Disponer de información adecuada, bien estructurada, homogénea y con un marco temporal suficientemente amplio, es fundamental para poder detectar los avances logrados y las deficiencias aún existentes sobre las que las políticas educativas deben focalizarse. El sistema educativo español presenta en la actualidad un elevado desarrollo, en línea con el de los países de su entorno, tanto por la práctica universalidad de los estudios obligatorios como por los amplios porcentajes de matriculación en los no obligatorios. Su expansión ha continuado durante el siglo XXI, sobre todo en educación infantil. La evolución global de sus recursos ha experimentado importantes oscilaciones al verse significativamente afectada por la última crisis económica y las dificultades financieras experimentadas durante la misma por familias y administraciones públicas. En cuanto a los resultados, el sistema educativo presenta claroscuros, tanto en términos de eficiencia como de equidad. Esta publicación y el banco de datos elaborado para la misma pueden resultar de gran interés tanto para docentes y gestores públicos como para investigadores, y el público en general.
