Book excerpt: Comparing two consequential movements that shed light on the nature of revolution Revolutions in Cuba and Venezuela compares the sociopolitical processes behind two major revolutions—those of Cuba in 1959, when Fidel Castro came to power, and Venezuela in 1999, when Hugo Chávez won the presidential election. With special attention to the Cuba-Venezuela alliance, particularly in regards to foreign policy and the trade of doctors for oil, Silvia Pedraza and Carlos Romero show that the geopolitical theater where these events played out determined the dynamics and reach of the revolutions.  Updating and enriching the current understanding of the Cuban and Venezuelan revolutions, this study is unique in its focus on the massive exoduses they generated. Pedraza and Romero argue that this factor is crucial for comprehending a revolution’s capacity to succeed or fail. By externalizing dissent, refugees helped to consolidate the revolutions, but as the diasporas became significant political actors and the lifelines of each economy, they eventually served to undermine the social movements.  Using comparative historical analysis and data collected through fieldwork in Cuba and Venezuela, as well as from immigrant communities in the US, Pedraza and Romero discuss issues of politics, economics, migrations, authoritarianism, human rights, and democracy in two nations that hoped to make a better world through their revolutionary journeys. Focusing on economic and social policies and performance during the "Special Period in Time of Peace" (1990-2004), the authors draw on an impressive array of statistics (synthesized in 28 tables) to show that in 2005 Cuba has yet to return to economic levels of the late 1980s, and the access and quality of many of the highly touted social services--education, health care, social security, housing--also have not been restored to the levels achieved prior to the economic crisis triggered by the collapse of the Soviet Union. Meanwhile, they argue, poverty has expanded and unequal access to foreign remittances combined with expanding income differences have exacerbated social inequalities and widened the consumption gap between those with access to hard currency and those without. The authors demonstrate that governmental concerns about a strengthening private sector resulting in loss of political control finally prompted the Cuban leadership to prioritize political over economic ends. It aborted the modest market-oriented reforms of 1993-1996 and actually reversed them in 2003-2004, recentralized the economy, drastically reduced the limited spaces for private economic activity, exerted increasing control over hard currency, prohibited the circulation of the dollar, and stepped up repressive measures on peaceful dissidents. Centralized economic control has been fully restored, even though it will undoubtedly result in further deterioration of economic conditions and declining standards of living. Its release is particularly timely, due to both November 2017 being the 100th anniversary of the Russian Revolution, as well as the historic election in Cuba in April 2018, when Miguel Díaz-Canel replaced Raúl Castro as the President of Cuba. Traditionally, Moscow’s interest in Cuba has been thought to have been ignited by the Cuban Revolution in January 1959 and ended by the implosion of the Soviet Union in December 1991. This book examines why a bilateral relationship has existed throughout the last century, specifically in three distinct periods: (1) from the time of the Russian Revolution until the Cuban Revolution, (2) from January 1959 until December 1991 and (3) the post-Soviet period from 1992 until the present. It also analyzes the questions of what within the relationship drew the two countries together in these three disparate periods when in only one, January 1959 to December 1991, did the relationship exist between two socialist governments. It offers a number of different conclusions, including that although each period of the relationship has its own peculiarities and nuances, a number of commonalities exist between the three eras. Consequently, it is posited that due to these commonalities, the contemporary bilateral relationship remains important for both countries, and is likely to continue in its present form for the short to medium term, despite the historic change which occurred in Cuba in April 2018.

The future is not what it used to be because we can no longer rely on the comforting assumption that it will resemble the past. Past abundance of fuel, for example, does not imply unending abundance. Infinite growth on a finite planet is not possible. In this book, Jörg Friedrichs argues that industrial society itself is transitory, and he examines the prospects for our civilization's coming to terms with its two most imminent choke points: climate change and energy scarcity. He offers a thorough and accessible account of these two challenges as well as the linkages between them. Friedrichs contends that industrial civilization cannot outlast our ability to burn fossil fuels and that the demise of industrial society would entail cataclysmic change, including population decreases. To understand the social and political implications, he examines historical cases of climate stress and energy scarcity: devastating droughts in the ancient Near East; the Little Ice Age in the medieval Far North; the Japanese struggle to prevent “fuel starvation” from 1918 to 1945; the “totalitarian retrenchment” of the North Korean governing class after the end of Soviet oil deliveries; and Cuba's socioeconomic adaptation to fuel scarcity in the 1990s. He draws important lessons about the likely effects of climate and energy disruptions on different kinds of societies. The warnings of climate scientists are met by denial and inaction, while energy experts offer little guidance on the effects of future scarcity. Friedrichs suggests that to confront our predicament we must affirm our core values and take action to transform our way of life. Whether we are private citizens or public officials, complacency is not an option: climate change and energy scarcity are emerging facts of life.
