Cruise tourism is one of the fastest growing branches of the tourism industry with the Caribbean islands as the most demanded and frequented region. The Caribbean stands out in the mass of cruise destinations as it offers the stereotyped perception of paradise. However the islands among themselves don’t distinguish much in terms of their primary offer which is mainly composed of sun, sand and sea. Many islands see the ultimate key to success in cruise tourism and make themselves dependent on the global players of the cruise industry and hereby suppress to take care of other sectors like health and education. Many ports fear to be cut off of the cruise lines’ itineraries if not meeting the passengers’ expectations. What also contributes to this fear is the development of cruise ships into independent destinations themselves offering a large range of services and attractions. Destinations fight at any price for cruise lines to berth at their ports, sometimes becom-ing even uneconomic as their expenses exceed their income. It is clear that cruise lines and ports need to work together in order to gain an advantage from the existence of cruise tourism.

Book excerpt: Cruise tourism generates an estimated $18 billion a year in passenger expenditure and has been the fastest growing sector of the travel industry for the past twenty years with an average annual growth rate of passengers of 7.4%. It has increased at almost twice the rate of growth of tourism overall and this growth is expected to continue in the future. The North American cruise industry is the dominant in this market with 12 million of passengers embarked in the US ports. The Caribbean region, continue being the most preferred cruise destination; according to FCCA statistics, accounting for 41.02% of all itineraries. The cruise passenger arrivals in the Caribbean region increased from 3 million in 1980 to more than 25 million in 2007. Cruise tourism can provide economic benefits to a local economy but the impacts of this activity are not well understood and have been neglected in the literature. In this paper the social, cultural, political economic and environmental impacts of cruise tourism are estimated. We describe the evolution of the cruise tourism industry and we review the experiences of different tourism cruise destinations. We present data to analyze and compare the performance of the main cruise destinations and cruise lines. We also describe different activities associated to the cruise ship industry to identify costs and benefits for the actors of the local economies. A case study is used to illustrate cost and benefits and the different impacts of cruises. This study aims to provide a critical viewpoint of how tourism destinations are transformed by the arrival of an increasing number of cruises.

This study models the impact of such a potential opening by estimating a counterfactual that captures the current bilateral restriction on tourism between the two countries. After controlling for natural disasters, trade agreements, and other factors, the results show that a hypothetical liberalization of Cuba-U.S. tourism would increase long-term regional arrivals. Neighboring destinations would lose the implicit protection the current restriction affords them, and Cuba would gain market share, but this would be partially offset in the short-run by the redistribution of non-U.S. tourists currently in Cuba. The results also suggest that Caribbean countries have in general not lowered their dependency on U.S. tourists, leaving them vulnerable to this potential change.

The paper examines the relative importance of U.S.-Caribbean airlift supply factors such as the number of flights, seats, airlines, and departure cities on U.S. tourist arrivals. The possible endogeneity problem between airlift supply and tourist arrivals is addressed by using a structural panel VAR and individual country VARs. Among the four airlift supply measures, increasing the number of flights is found to be the most effective way to boost tourist arrivals on a sustained basis. As a case study, the possible crowding effect of increasing the number of U.S. flights to Cuba is investigated and, based on past observations, we find no significant impact on flights to other Caribbean countries. The impact of natural disasters on airlift supply and tourist arrivals is also quantified.

The history of tourism in the region has shown that it is possible for all destinations to grow despite large changes in market shares. Our estimations show that liberalizing US-Cuba tourism could result in US arrivals to Cuba of between 3 and 5.6 million, most of it coming from new tourists to the region. We also identify the destinations most at risk of changes in US-Cuba relations.
