Book excerpt: This paper examines whether the coordinated use of macroprudential policies can help lessen the incidence of banking crises. It is well-known that rapid domestic credit growth and house price growth positively influence the chances of a banking crisis. As well, a crisis in other countries with high trade and financial linkages raises the crisis probability. However, whether such “contagion effects” can operate to reduce crisis probabilities when highly linked countries execute macroprudential policies together has not been fully explored. A dataset documenting countries’ use of macroprudential tools suggests that a “coordinated” implementation of macroprudential policies across highly-linked countries can help to stem the risks of widespread banking crises, although this positive effect may take some time to materialize.

Using a gravity model relating the annual value of a banking group’s investment in the net equity of its subsidiaries to a set of explanatory variables, the analysis finds that cross-border banking is in part driven by a search for yield, diversification, and expansion for strategic reasons.

Considering this complexity, the existing literature has only partially captured the ongoing changes in cross-border innovation and showed a limited engagement in integrative, cross-disciplinary debate. This book presents complementary and novel perspectives on the phenomenon from distinguished scholars, bridging perspectives from a rich set of research streams including international business, strategy, innovation studies and policy, international economics, industrial organization, economic geography, ethics, and sustainability. Three distinct sections focus on the players, the places, and the policies in contemporary cross-border innovation. Together, the contributions highlight the changing role of multinational enterprises and the growing participation of emerging actors in cross-border innovation, via formal and informal networks which are increasingly shaped around highly mobile individuals and new geographical centres. The book also emphasizes the intertwined role of policies at national and international level, stressing the importance of supply- and demand-oriented policies and presenting intellectual property right policies as a double-edged sword for cross-border innovation.

Book excerpt: This Technical Note discusses the findings of the Financial Sector Assessment Program about interconnectedness and spillover in Spain’s financial system. Financial intermediaries in Spain are interconnected through conglomerate ownership, common exposures, and inter-sectoral claims. The main source of cross-sectoral connectedness appears to be insurance companies’ exposures to banks, while exposures of banks to insurers or to mutual funds appear limited at present. Empirical analysis using both exposure and market data suggest strong cross-border interconnectedness. Contagion within the domestic interbank market appears to be limited at present. There are also strong cross-sectoral linkages between banks and other parts of the financial system in Spain, but systemic risks from those linkages appear to be limited.

The driving forces include, amongst others, Western European economic and political integration, and Eastern European transition. We are also witnessing fundamental technological and organisational restructuring of industrial systems. Information technology and telecommunications are rapidly altering the requisites for comparative advantage. Peripherality is being determined more by access to networks than by geographical location. Economies of scale can be attained in distributed networks of production with good access to markets as well as in large agglomerations. Clearly, these changes also call for new perspectives in regional analysis. This book derives its impetus from an Advanced Summer institute in Regional Science which was arranged in Joensuu, Finland, in 1993 under the auspices of the European Regional Science Association. Some of the papers, which were discussed at the institute, were thoroughly revised for the present purpose. In addition, chapters on specific topics were specially written for the volume. In most contributions, the focus is on the Nordic countries and their internal peripheries. They form a particularly interesting case in assessing prospects for the multi-faceted centre-periphery confrontation in Europe.
