This aim has had one of the most remarkable outcomes in the history of cross-border cooperation, resulting in the creation of territorial structures known as Euroregions, with or without legal personality, and with substantial financial support from EU institutions. This distinctive element is characteristic of the models and achievements of cross-border cooperation in Europe and North America. At a time of reflection about the European integration model and its future, it is interesting to investigate the different aspects involved in cross-border cooperation, from a historical perspective projected onto the future. This volume looks at cross-border cooperation from a multiplicity of perspectives, examining its motivations, its actors, its inclusion in the context of international relations, its organizational models, its outcomes and its impact on labour markets, economic development, neighbourhood policies and the creation of new identities. These issues are analysed within a number of different European geographical locations, assessing how far we have come and exploring the road that still lies ahead.

This workshop was part of the NATO Science for Peace and Security Programme, and was held in Ankara, Turkey, in September 2011. It focused on developing a future research agenda, strengthening regional studies and increasing interdisciplinarity and the means to improve cross-border cooperation and was aimed at providing a comprehensive, interactive and interdisciplinary account of security building and cross-border cooperation in which domestic, regional and international dimensions were discussed. The book is divided into three sections. The first provides an analysis of the role of international and domestic actors in contributing to security building in the Euro-Atlantic, the Black Sea and the Southern Caucasus regions. The second section discusses the patterns of cross-border cooperation in Eastern and Central Europe and the wider Black Sea region, concentrating on Romania, Moldova, Ukraine, Georgia and the Russian Federation. With references to the nature of international involvement in conflict resolution, the last section focuses on cross-border cooperation in the Southern Caucasus, where conflicts have an enormous impact on nation-building, state-building and democratization, and where prospects for stability and a viable peace remain in serious question. Book excerpt: The book is devoted to borders, cross-border collaboration and cross-border integration, analyzing European border twin towns and continental integration processes as a context for the investigation. Those pairings - towns located on the border and directly neighboring each other - serve as an interesting microcosm where, on a reduced scale, continent-wide phenomena can be observed and tested. Constituting on the one hand exceptions in the territorial-political development of European states, on the other phenomena typically embodying Europe's historic territorial complexity, they are often termed 'laboratories of European integration'. This means they are forerunners of continent-wide processes, where the 'European' idea is tested in micro-scale. At the same time they challenge state boundaries, still one of the most crucial elements of sovereignty, defining the shape of the nation state. The aim of the book is to draw a picture of European integration in a down-scaled perspective by testing the cross border collaboration and integration of border twin towns. The main question raised here is how the European project is implemented on borders at the local level. It is operationalized by the secondary questions: How has the European integration process reorganized the spatial-political order, based on Westphalian principles? How do border twin towns structure their mutual relations? What is the role of the historic legacies in current collaboration and integration? Why and how do the towns integrate? And last but not least, how should the newly emerged structures crossing state boundaries be governed? The author answers these questions by testing 24 border twin towns pairs in various parts of the continent.

These questions were central to the discussions of the Border Futures working group. Border regions like the Greater Region or the Trinational Metropolitan Region of the Upper Rhine extend far beyond the immediate border area. While institutional structures of cooperation can be perpetuated through agreements and organisations, there is a lack of instruments which cross-border cooperation structures can deploy in response to changing situations. Cross-border cooperation faces new challenges from increasing cross-border interactions, processes of economic structural transformation, new energy policies in the national sub-spaces, and demographic change. Another factor is increasing spatial polarisation, which influences the further development and future viability of the affected border areas, and involves metropolisation issues in urban centres and the provision of public services in rural districts. Building on discussions of the Border Futures working group, this volume sheds light on cross-border cooperation in practice with recent research relevant to planning in border regions in the European context. The insights collected here are intended to be usable in the border areas within the territory of the Regional Working Group and should also contribute towards the broader specialist discourse on the further development of cross-border cooperation. Issues of sustainable cross-border governance, new spatial functions and new planning instruments play a role here, as do the possibilities provided by the current EU structural policy programming period for border areas

From a thematic point of view, the collection focuses on the intersection of two levels at which bordering processes unfold and are enacted: the level of governance, devolution and international intervention and that of grass roots or civil society efforts, including cultural cooperation and artistic production. The collection thus offers a kaleidoscopic view of border politics and conflict that zooms in and out of the EU frontiers and their geopolitics of peacebuilding, security and cooperation. Ironically, given the recent turn to issues of culture and identity in the social sciences, one of the most neglected aspects of the critical and comparative analysis of cross-border co-operation has been culture. Culture and Cooperation in Europe's Borderlands, the first collection of essays to provide multidisciplinary perspectives on these issues in European borderlands, presents three modes of analysis of culture and cross-border co-operation as a tentative way forward to redress this imbalance. These overlapping perspectives, on cultures of co-operation, co-operation about culture, and the impact of culture on forms of co-operation, are offered as possible strategies in the comparative social science of European borderlands. The contributions to this collection examine some or all of the following: - cross-border cooperation about culture, in such areas of culture as tradition, language use and rights, and education. - cross-border cooperation and culture, i.e., in ways in which ‘culture’ enhances or hinders economic and political co-operation across state borders, as for example, through issues of national, regional and local identity, cultural practices, and ethnic relations. - the culture of cooperation, i.e., ways in which co-operation across borders creates new cultural codes, political practices, organizational cultures and transnational social and political institutions.
