At the same time the EU has emerged as an important player in the region, formulating its European Neighbourhood Policy, and engaging neighbouring states in a process of cross-border regional co-operation. This book explores a wide range of complex and contested questions related to borders, security and migration in the emerging "European Neighbourhood" which includes countries of the Caucasus and Central Asia as well as the countries which immediately border the EU. Issues discussed include new forms of regional and cross-border co-operation, new patterns of migration, and the potential role of the EU as a stabilizing external force.

This workshop was part of the NATO Science for Peace and Security Programme, and was held in Ankara, Turkey, in September 2011. It focused on developing a future research agenda, strengthening regional studies and increasing interdisciplinarity and the means to improve cross-border cooperation and was aimed at providing a comprehensive, interactive and interdisciplinary account of security building and cross-border cooperation in which domestic, regional and international dimensions were discussed. The book is divided into three sections. The first provides an analysis of the role of international and domestic actors in contributing to security building in the Euro-Atlantic, the Black Sea and the Southern Caucasus regions. The second section discusses the patterns of cross-border cooperation in Eastern and Central Europe and the wider Black Sea region, concentrating on Romania, Moldova, Ukraine, Georgia and the Russian Federation. With references to the nature of international involvement in conflict resolution, the last section focuses on cross-border cooperation in the Southern Caucasus, where conflicts have an enormous impact on nation-building, state-building and democratization, and where prospects for stability and a viable peace remain in serious question. This book is a valuable contribution to the literature on area studies, cross-border cooperation, security, and peace studies.

Book excerpt: The EU continuously searches for more effective policy towards its eastern neighbourhood, which is reflected in the on-going adaptation of its existing approaches, discourses and policy strategies to the new challenges of its external environment. In order to understand the complexity and limitations of the EU framework under the European Neighbourhood Policy (ENP) and the Eastern Partnership Initiative (EaP) – that is, to consider the interface between policy instruments, institutional structures, and multiple agents – one needs to adopt an original analytical perspective of practices to comprehensively assess the policies’ outcomes. This volume therefore offers an examination of social practices as implemented through the use of policy instruments and subsequently embedded into the existing/emergent social structures which shape and determine the EU-neighbours’ relations. To gauge success of the ENP in the eastern region, the manuscript pulls together a rich collection of geographical and thematic case-studies, joined by the overarching conceptual framework of practices. This study’s principal aims are to discern patterns of social practices which guide agents’ interactions in different policy areas; to explore the origin and effect of these practices (the role of dominant discourses, logistical imbalances, deliberate strategies, etc.); and to explicate the nature of the emerging social structures being established in the eastern region. This approach is distinctive from other constructivist undertakings as it allows to synergise the meanings of social actions (through the focus on agents and instruments), and their structural extensions (through the focus on emergent structures) across geo- and bio-political localities of the EU and its eastern neighbourhood. Book excerpt: The bargaining power of some Eastern Partnership countries vis-à-vis the West seems to have increased, although their compliance with the rules and norms promoted by the West have not meaningfully changed or have in some cases even decreased. If the transatlantic partners want to achieve specific reforms in these countries, they need to provide commitment backed up by credibility, consistency, and (smart) conditionality, as well as continuous and clear communication. Western support to Eastern Partnership countries should continue and be in enhanced in return for tangible political and economic reforms, though conditionality should be differentiated and adapted to local conditions. The West should pursue further economic investment and closer security cooperation by providing technical assistance and expertise, especially in border control when necessary. At the same time, the West should more actively engage in negotiations over resolution of so-called frozen conflicts. Clear communication of the West's policies and principles, and the benefits of these for local communities, is important in an environment where local media may be constrained in its freedom, Kremlin-controlled channels have wide reach, and yet there is also noticeable support for the EU.
