Book Technology and National Security

Download or read book Technology and National Security written by James Kadtke and published by Government Printing Office. This book was released on 2018-03-29 with total page 8 pages. Available in PDF, EPUB and Kindle. Book excerpt: The authors present arguments about the role that technology and science will play within the international scene and globalization corridor as a way to develop a national security strategy for years to come. Part of the discussion observes the past, present, and future of technology innovation within global governments, including the sharing of data, artificial intelligence (AI), military policy, defense strategies, and more. For instance, globalization of science and technology, emerging and unpredictable threats (both manmade and natural), conventional and emerging weapons of mass destruction, and an inversion of technology flow from the private to public sectors all present challenges to our national security. Many countries are now dramatically increasing their investments in science, technology, and commercialization, particularly in Asia, and including many nontraditional players such as Vietnam and Singapore. From a grand strategic perspective, one might observe that in the decades to come, in a world dominated by pervasive advanced technologies, the countries that are most able to create, acquire, and utilize these disruptive technologies will lead the world. This technological capacity will be one of, if not the, most important global resources.Technological capacity will become the new oil. Available in PDF, EPUB and Kindle. Book excerpt: Pursuant to a congressional request, GAO provided information on technologies critical to national defense, focusing on: (1) identifying critical technologies with primarily military applications; (2) foreign countries' sophistication in those technologies relative to U.S. sophistication; and (3) how other countries' capabilities in those technologies affect U.S. national security. GAO found that: (1) 6 of the 21 critical technologies that the Department of Defense (DOD) identified in the DOD Critical Technologies Plan had primarily military applications; (2) those technologies included sensitive radar, target signature control, weapon system environment, pulsed power, hypervelocity projectiles and propulsion, and high-energy density materials; (3) the Defense Intelligence Agency (DIA) believes that some foreign countries may be more advanced than the United States in some areas of the six technologies; (4) DIA believes that certain foreign countries are increasing their capabilities in some technologies at the same rate as the United States; (5) DOD is revising the Critical Technologies Plan to reflect changing geopolitical realities and national security requirements; (6) in four of the six technologies, foreign countries' greater relative sophistication had no significant impact on U.S. security; (7) other countries' capabilities in some areas of signature control and weapon system environment could cause concern if those countries became as adept in those areas as the United States; and (8) DOD is unsure how changed conditions in the former Soviet Union will affect critical military technologies.

Book Defense Industrial Base DoD Needs Better Method of Identifying Critical Technology Funding

Download or read book Defense Industrial Base DoD Needs Better Method of Identifying Critical Technology Funding written by and published by . This book was released on 1992 with total page 13 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public Law 101-189 requires the Secretary of Defense to prepare an annual Critical Technologies Plan beginning in 1989 that identifies technologies considered critical for ensuring the long-term superiority of U.S. weapon systems. During congressional hearings for the National Defense Authorization Act for Fiscal Year 1991, DoD was unable to provide detailed information on the funding of the critical technologies. This lack of information was cited during the hearings as a major obstacle in effectively managing the defense industrial base. The Office of the Secretary of Defense is responsible for coordinating the DoD data collection effort. The Office of the Secretary of Defense requested the military services and defense agencies to review their Science and Technology Programs and estimate funding for the critical technologies. DoD funds the critical technologies directly through the Science and Technology Program and indirectly through Independent Research and Development/Bid and Proposal (IR & D/B & P) costs. Under the Science and Technology Program, military services and defense agencies finance research by universities, contractors, and government laboratories. In fiscal year 1991, DoD received $8.5 billion for the Science and Technology Program. Contractors are reimbursed for their IR & D/B & P expenditures through overhead in contract costs. In fiscal year 1990, contractors spent $7.3 billion on IR & D/B & P, and over $3.6 billion was reimbursed by the government. The Office of the Secretary of Defense's methodology for identifying the funding for the designated critical technologies did not include collecting data on the extent to which defense contractors use their IR & D/B & P funds to invest in the critical technologies, asking the military services to link funding to the specific technical goals contained in the plan, and developing data on actual expenditures.

Book Critical Technology Accessibility

Download or read book Critical Technology Accessibility written by National Research Council and published by National Academies Press. This book was released on 2006-06-15 with total page 72 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2003, the Defense Intelligence Agency asked the NRC to form a standing committee to help develop study topics about technology warning. One issue that was identified was the growing dependence on foreign suppliers of critical technology as a result of the increase in globalization of economic activity. Two important questions emerged for study: what is the risk of denial of critical products from foreign sources and what must the United States do to assure access to future critical products and technologies? This report presents an assessment addressing those two questions. It also provides an analysis of a strategic approach to manage the consequences of this trend towards increased globalization. Finally, the report offers a set of recommendations to implement this strategy and to increase assurance of access to critical technologies.

Book Militarily Critical Technologies Part III Developing Critical Technologies Section 12 Manufacturing and Fabrication Technology

Download or read book Militarily Critical Technologies Part III Developing Critical Technologies Section 12 Manufacturing and Fabrication Technology written by and published by . This book was released on 1999 with total page 147 pages. Available in PDF, EPUB and Kindle. Book excerpt: The technologies contained in this document constitute a detailed and structured compendium of the technologies that the Department of Defense (DoD) assesses as critical for ensuring superior performance of future U.S. military systems or providing equal performance more affordably. DoD develops this list of technologies with the participation of other agencies of the U.S. Government, U.S. industry, and academia using the Militarily Critical Technologies (MCT) process. This process provides a systematic, ongoing assessment and analysis of technologies, assigns values and parameters to the technologies, and covers the worldwide technology spectrum. The TWG chairpersons continuously screen technologies and nominate items to be added or removed from the list of militarily critical technologies. Developing Critical Technologies identifies those technologies that will produce increasingly superior performance of military systems or maintain a superior capability more affordably. The object of the document is to look beyond the Department of Defense (DoD) planning period (5+ years) and as far into the future as is reasonable. Although it may not be possible to identify all technologies that will be used in future military systems, the focus will be on those technologies that have the greatest potential of fulfilling the requirements outlined by the Joint Chiefs of Staff (JCS) and the respective Services in their visions and Science and Technology (S&T) plans.

Book Defense Technologies DOD s Critical Technologies Lists Rarely Inform Export Control and Other Policy Decisions

Download or read book Defense Technologies DOD s Critical Technologies Lists Rarely Inform Export Control and Other Policy Decisions written by and published by . This book was released on 2006 with total page 31 pages. Available in PDF, EPUB and Kindle. Book excerpt: Technological advantage is fundamental to U.S. military dominance in 21st-century warfare. Major acquisitions in the Department of Defense Defense's (DOD) ongoing force transformation including manned and unmanned aircraft systems, networkcentric communications systems, and air and ground weapons rely on maintaining technological superiority. Failure to identify and protect critical technologies makes U.S. military assets vulnerable to cloning, neutralization, or other action that degrades current and anticipated capabilities. To help minimize these risks, DOD Dod's Militarily Critical Technologies Program developed and periodically updates two lists of technologies the Militarily Critical Technologies List (MCTL) and the Developing Science and Technologies List (DSTL) each consisting of 20 sections. These lists are primarily intended to inform U.S. export control decisions, but can also help inform counterintelligence activities, research plans, and technology protection programs. As such, the MCTL and DSTL are considered fundamental to identifying technologies critical to national security that can help inform decisions to ensure U.S. technological advantage for the warfighter. Redefined national security threats, rapid technological advances, and increasing efforts by adversaries to gain access to U.S. military weapon system technology heighten the need to identify and protect militarily critical technologies. Given the importance of the MCTL and DSTL, you asked us to (1) assess the Militarily Critical Technologies Program's process for updating the MCTL and DSTL and (2) determine how the lists are used to inform export control and DOD policy decisions.
