Book excerpt: "In summary, all of us need to recognize that the cyber revolution brings us into a new age as surely as the industrial revolution did two centuries ago. Now, as then, our continued security requires a reordering of national priorities and new understanding about our respective roles in support of the national goals. The relationships that have stood us in such good stead through the end of the second millennium must give way to new ones better suited to the third."--Page xi.

This book was released on 1997 with total page 189 pages. Available in PDF, EPUB and Kindle. Book excerpt: There is no doubt that our critical infrastructures are the best in the world-largely the result of the tremendous efficiency and global reach made possible by incorporation of our rapidly advancing information and communication technology. In fact, we found all our infrastructures increasingly dependent on information and communications systems that criss-cross the nation and span the globe. That dependence is the source of rising vulnerabilities and, therefore, it is where we concentrated our effort. We found no evidence of an impending cyber attack which could have a debilitating effect on the nation's critical infrastructures. While we see no electronic disaster around the corner, this is no basis for complacency. We did find widespread capability to exploit infrastructure vulnerabilities. The capability to do harm-particularly through information networks - is real; it is growing at an alarming rate; and we have little defense against it. Because the infrastructures are mainly privately owned and operated, we concluded that critical infrastructure assurance is a shared responsibility of the public and private sectors. The only sure path to protected infrastructures in the years ahead is through a real partnership between infrastructure owners and operators and the government. Consequently, in addition to our recommendations about improving our government's focus on infrastructure assurance in the Information Age, you will find some recommendations for collaborative public and private organizational arrangements that challenge our conventional way of thinking about government and private sector interaction.

Book Critical Infrastructures

Download or read book Critical Infrastructures written by John D. Moteff and published by DIANE Publishing. This book was released on 2010-11 with total page 42 pages. Available in PDF, EPUB and Kindle. Book excerpt: The nation¿s health, wealth, and security rely on the production and distribution of certain goods and services. The array of physical assets, functions, and systems across which these goods and services move are called critical infrastructures (CI) (e.g., electricity, the power plants that generate it, and the electric grid upon which it is distributed). The national security community is concerned about the vulnerability of CI to both physical and cyber attack. This report discusses the evolution of a national CI policy and the institutional structures established to implement it. The report highlights five issues of Congressional concern: identifying critical assets; assessing vulnerabilities and risks; allocating resources; info. sharing; and regulation. Illustrations.

Book Threat Warning for America s Critical Infrastructures

Download or read book Threat Warning for America s Critical Infrastructures written by and published by . This book was released on 2000 with total page 16 pages. Available in PDF, EPUB and Kindle. Book excerpt: The President's Commission on Critical Infrastructure Protection, Critical Foundations, was a report of a multi-agency effort to "study the critical infrastructures that constitute the life support systems of (the United States), determine their vulnerabilities, and propose a strategy for protecting them in the future".2 Spurred by this report, the President signed Presidential Decision Directive 63 which built upon the PCCIP's recommendations. In signing PDD-63, the President's intent was for the United States to "take all necessary measures to swiftly eliminate any significant vulnerability to both physical and cyber attacks on our critical infrastructures, including especially our cyber systems".3 One of the goals of PDD-63 was to create a national center to warn of significant infrastructure attacks, to include the detection and analysis of such attacks, with maximum participation from the private sector. This task fell to the FBI's National Infrastructure Protection Center (NIPC) to provide threat assessment, warning, vulnerability assessment, and law enforcement investigation and response.4 Now, nearly two years hence, these encompassing tasks are largely going undone while the NIPC focuses nearly all its resources on law enforcement investigation and response, with only minor Information Sharing and Analysis Center (ISAC) coordination. It is the purpose of this paper to show that national cyber threat warning measuresare important for protecting critical infrastructures. Further, this paper asserts that tactical and strategic cyber threat warning is inadequate and needs to be reassessed vis- -vis the role of the Department of Defense, the Intelligence Community, and the Justice Department.

Book Research and Development Recommendations for Protecting and Assuring Critical National Infrastructures Report of the President s Commission on Critical Infrastructure Protection

Download or read book Research and Development Recommendations for Protecting and Assuring Critical National Infrastructures Report of the President s Commission on Critical Infrastructure Protection written by and published by . This book was released on 1997 with total page 35 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report summarizes research and development (R&D) recommendations for the President's Commission on Critical Infrastructure Protection (PCCIP). These recommendations address the eight critical infrastructures' identified in Executive Order 13010 as well as crosscutting, interdependency issues that affect more than one infrastructure. The goal of the R&D recommendations is to provide a roadmap for the development of technologies that will counter threats and reduce vulnerabilities in those areas having the potential for causing "significant" national security, economic, and/or social impacts. Specific technologies considered are those that protect infrastructure and thereby reduce vulnerability; detect intrusions and provide warning; mitigate the effects of disruptions (incidents); assist in the response management of incidents; and facilitate recovery. Basic research requiring long-term government investment is emphasized. This research must be accompanied by technology development within the private sector Technology, broadly defined, includes processes, systems, models and simulations, hardware, and software. It is essential to have strong involvement from infrastructure owners and operators to ensure the development and acquisition of useful and usable products.

Book Critical Infrastructure Protection in Homeland Security

Download or read book Critical Infrastructure Protection in Homeland Security written by Ted G. Lewis and published by John Wiley & Sons. This book was released on 2019-11-25 with total page 464 pages. Available in PDF, EPUB and Kindle. Book excerpt: Covers critical infrastructure protection, providing a rigorous treatment of risk, resilience, complex adaptive systems, and sector dependence Wide in scope, this classroom-tested book is the only one to emphasize a scientific approach to protecting the key infrastructures components of a nation. It analyzes the complex network of entities that make up a nation's infrastructure, and identifies vulnerabilities and risks in various sectors by combining network science, complexity theory, risk analysis, and modeling and simulation. This approach reduces the complex problem of protecting water supplies, energy pipelines, telecommunication stations, power grid, and Internet and Web networks to a much simpler problem of protecting a few critical nodes. The new third edition of Critical Infrastructure Protection in Homeland Security: Defending a Networked Nation incorporates a broader selection of ideas and sectors than the previous book. Divided into three sections, the first part looks at the historical origins of homeland security and critical infrastructure, and emphasizes current policy. The second examines theory and foundations, highlighting risk and resilience in the context of complexity theory, network science, and the prevailing theories of catastrophe. The last part covers the individual sectors, including communications, internet, cyber threats, information technology, social networks, SCADA, water and water treatment, energy, and more. Covers theories of catastrophes, details of how sectors work, and how to deal with the problem of critical infrastructure protection’s enormity and complexity Places great emphasis on computer security and whole-community response Includes PowerPoint slides for use by lecturers, as well as an instructor's guide with answers to exercises Offers five robust appendices that augment the non-mathematical chapters with more rigorous explanations and mathematics Critical Infrastructure Protection in Homeland Security, Third Edition is an important book for upper-division undergraduates and first-year graduate students in political science, history, public administration, and computer technology. It will also be of great interest to professional security experts and policymakers.

Book Critical Infrastructure Protection in Homeland Security

Download or read book Critical Infrastructure Protection in Homeland Security written by Ted G. Lewis and published by John Wiley & Sons. This book was released on 2006-03-31 with total page 488 pages. Available in PDF, EPUB and Kindle. Book excerpt: A scientific approach to the new field of critical infrastructure protection This book offers a unique scientific approach to the new field of critical infrastructure protection: it uses network theory, optimization theory, and simulation software to analyze and understand how infrastructure sectors evolve, where they are vulnerable, and how they can best be protected. The author demonstrates that infrastructure sectors as diverse as water, power, energy, telecommunications, and the Internet have remarkably similar structures. This observation leads to a rigorous approach to vulnerability analysis in all of these sectors. The analyst can then decide the best way to allocate limited funds to minimize risk, regardless of industry sector. The key question addressed in this timely book is: What should be protected and how? The author proposes that the answer lies in allocating a nation's scarce resources to the most critical components of each infra-structure--the so-called critical nodes. Using network theory as a foundation, readers learn how to identifya small handful of critical nodes and then allocate resources to reduce or eliminate risk across the entire sector. A comprehensive set of electronic media is provided on a CD-ROM in the back of the book that supports in-class and self-tutored instruction. Students can copy these professionally produced audio-video lectures onto a PC (Microsoft Windows(r) and Apple Macintosh(r) compatible) for repeated viewing at their own pace. Another unique feature of the book is the open-source software for demonstrating concepts and streamlining the math needed for vulnerability analysis. Updates, as well as a discussion forum, are available from www.CHDS.us. This book is essential for all corporate, government agency, and military professionals tasked with assessingvulnerability and developing and implementing protection systems. In addition, the book is recommended for upper-level undergraduate and graduate students studying national security, computing, and other disciplines where infrastructure security is an issue.
