Drawing upon the results of two separate ethnographies of police practices in Canada, this volume examines how public policing has become entangled in cases of persons with mental illness (PMI). It examines two aspects of the police role and mandate that brings police officers into contact with individuals dealing with mental health disorders: public safety, and crime prevention and response. It explores police perceptions towards the roles they play in the lives of PMI, and police demands in these types of calls for service that have transformed aspects of public policing. Appropriate for policing researchers, law enforcement and public policymakers, this book presents the argument that tackling this matter requires knowledge of police involvement in situations with PMI, as well as a set of evidence-based policy options that will not generate additional resource or other strains.

Adding challenge to this is that setting boundaries on what we expect the police to do requires grappling with the complex social problems we ask them to resolve. In public policy language, these are ‘wicked problems’ – social or cultural issues frequently seen as intractable. Authors Huey, Ferguson, and Schulenberg, all policing scholars, draw on a unique collection of data to explore these issues: over 20 years of research (2000– 2021) ranging from in-depth interviews, surveys, and field observations to document analysis and systematic social observation. Pooling this data generates a national-level picture of changes in the policing operational environment over these decades. This book focuses on four particular wicked problems (mental health, substance misuse, homelessness, missing persons) with causes and potential preventative treatments that lie primarily outside the criminal justice system and yet continue to be treated as 'policing problems.' The book begins with the English and Irish roots of nineteenth-century British North American policing and traces the development of the three models of law enforcement that would shape the future: the local rural constable, the municipal police department and the paramilitary territorial constabulary. Marquis examines the development of provincial police services, whose expansion coincided with the rise of mass automobile ownership and controversies over alcohol prohibition and control, and their eventual absorption into the RCMP. In terms of political policing, the vigilant eye has monitored, harassed and disrupted various social and political movements ranging from Fenians to communists, to Quebec separatists and environmentalists. Marquis argues that the style of community policing in vogue during the 1970s and 1980s lacked confidence and had a limited impact. Canada’s simplistic crime-fighting model undermines genuine reform, including curbs on the use of deadly force on citizens, and justifies the increased militarization of policing. Marquis argues that it is time for citizens to turn their vigilant eye towards police and policing in their own communities.

An overwhelming amount of this work draws on evidence from Anglo-American police forces. These twin emphases have led to a limited view. Agencies such as criminal investigation units, intelligence services, private security companies, and military policing organizations have almost entirely escaped scholarly attention. In The Policing Web, Jean-Paul Brodeur looks at policing as a whole. He illuminates its full diversity, showing how it extends far beyond the confines of public police working in uniform and visible to all. Brodeur considers military policing, both when it complements the values of democracy and when it does not. He also discusses criminal individuals acting as police informants, and criminal organizations enforcing their own rules in urban zones deserted by the police. Brodeur argues that the diverse strands of the policing web are united by a common definition that emphasizes the license granted to policing agencies-legally or with impunity- to use means otherwise forbidden to the rest of the population. Employing an international and comparative approach, Brodeur establishes a comprehensive model that links all the components of policing. The policing web, however, is not a neat and well-integrated structure. There is not just one policing web. There are several, depending on the country, police history and culture, and the various public images of policing. These often overlooked factors are essential components of the context of policing.
