Book excerpt: After Algeria’s president Abdelaziz Bouteflika announced his intention to run for a fifth term in early 2019, a popular peaceful uprising erupted calling for change. Bouteflika, who had been in office since 1999, was eventually forced to resign, but the Hirak (“movement”) continued to protest the country’s inequalities and entrenched ruling elite. The Suspended Disaster examines the dynamics of the Algerian political system, offering new insights into the last years of Bouteflika’s rule and the factors that shaped the emergence of an unexpected social movement. Thomas Serres argues that the Algerian ruling coalition developed a mode of government based on the management of a seemingly never-ending crisis, marked by an obsession with security and the ever-present possibility of unrest, violence, and economic collapse. Identifying this form of rule as “governance by catastrophization,” he shows how attempts to preserve the status quo through emergency policies and constant reforms can also lay the groundwork for a revolutionary situation. Serres contrasts the government’s portrayal of perpetually imminent disaster with the uncertainty, precarity, and indignity experienced by much of the population, which fueled the rejection of ruling elites, a profound mistrust toward institutions, and new spaces for grassroots opposition. Based on extensive fieldwork and theoretically novel, The Suspended Disaster sheds new light on the political, economic, and social processes underlying an uprising that changed the face of Algerian politics.

The volumes emphasize the significance of protracted economic stagnation and decline, high and increasing inequality, government exclusion of distinct social groups, state failure and predatory rule. The individual chapters focus on the ongoing violence in the Colombian context, a complex and dynamic area in which various groups (drug traffickers, national armed forces, guerrilla fighters, self-defence groups) have been engaged in organized violence for more than 60 years. Emphasis is placed on the psychological consequences of violence and various forms of psychosocial support that psychologists have been providing to the victims of violence. Central to their work is the notion of "accompanying" those who have been victims of violence, listening to them, engaging them in dialogue and working together to strengthen the resources of victims. The recovery of individual and collective memories of atrocities is discussed as an important avenue for healing and for the empowerment of individuals and groups. The solidarity among victims creates opportunities at the grassroots level to pursue truth, reveal perpetrators of violence, seek public acknowledgment and attain social justice. For perpetrators of violence and members of armed groups, the book addresses a host of psychosocial issues related to disarming, demobilizing and reintegrating former combatants, including children, into society. Throughout the book, in the spirit of peace psychology, the researchers are engaged in a form of praxis that is cognizant of the wider geohistorical context within which victims and perpetrators are embedded and the dialectical relationship between micro and macro-level events and change. Researchers in Latin American studies, peace psychology, social justice and transitional justice, will find this volume to be an excellent resource.

Braud asserts that pluralist democracy is credible only because of the complete failure of communism. There is no government by the people; the rule of law is a tautology. The efficacy of democracy comes from its ability to manage social emotions, specifically by addressing anguish with promises of security and identity: by meeting the need to be wooed and seduced by constant personalization of politics, offering the illusion of choice; by transposing the frustrations of gender, age, and class inequalities into the political domain; by providing pleasure in the game of politics; and by promising greed, power, and its prerequisites. Pluralist democracies know best how to manage these emotions, and how to use them without suffocating them. A powerful and disturbing vision of pluralist democracy that will be of great interest to students and scholars of contemporary political thought.
