Book excerpt: L'agriculture de montagne, victime de la concurrence des bas pays, est parfois sur la défensive avec une diminution des surfaces qui lui sont consacrées. Néanmoins, ces dynamiques régressives ne sont pas générales, loin s'en faut. Partout, dans les pays développés, il existe de solides bastions agricoles montagnards et, dans les pays en voie de développement, à côté des montagnes vides, il est facile de repérer des montagnes pleines d'une paysannerie qui parfois défriche et étend les finages. L'agriculture des hautes terres n'en demeure pas moins un secteur fragile. La mondialisation et de multiples forces exogènes ne risquent-elles pas de conduire à un déclin inexorable ? Faut-il se résigner à des modèles extensifs engendrant de très faibles densités agricoles ? L'aide massive des Etats ou des collectivités locales afin de compenser les surcoûts est-elle le seul palliatif ? N'est-il pas préférable de valoriser les filières de qualité et de promouvoir la pluriactivité ? Comment expliquer les oppositions spatiales qui se manifestent à toutes échelles ? Telles sont les questions auxquelles cet ouvrage, issu d'un colloque tenu à Clermont-Ferrand les 12 et 13 décembre 2002, tentera d'apporter quelques réponses. C'est aussi l'occasion de rendre hommage au Professeur Christian Mignon qui a consacré une grande partie de ses travaux de recherche à l'évolution des espaces ruraux montagnards. Sa thèse de géographie sur «Campagnes et paysans de l'Andalousie méditerranéenne» avait déjà privilégié ces thématiques. Au département de Géographie de l'Université Blaise Pascal de Clermont-Ferrand et au CERAMAC, il a largement contribué à une meilleure connaissance de la moyenne montagne en général et de son agriculture en particulier.

Book excerpt: This book is the result of a long-term cooperation between French and East African scholars and universities under the aegis of the French Institute of Research in Africa (IFRA-Nairobi). This book presents the main results of the research program Cooperation for University and Scientific Research (CORUS): Mountains and Small and Medium Cities in East Africa: Environmental Management, Flows of People and Resources, funded by the French Ministry of Foreign Afairs and supported by IFRA-Nairobi. The specific subject is to rethink the development of the East African mountains in relation to the fast growing towns and cities that surround them. Three East-African mountains were chosen: Mount Kenya, Mount Elgon (Ugandan side) and Uporoto Mountains (Tanzania). Comparisons are included, especially with Mount Kilimanjaro, which has been studied in previous books and programs (e.g. Kilimanjaro: Mountain, Memory and Modernity, Mkuki na Nyota, Dar es Salaam, 2006). The authors are East African (Tanzania, Uganda, Kenya) and French scholars, most of them geographers. Made from 12 contributions, this book focuses on a recent change in those mountains: a growing urbanization which shapes new mountain systems. This phenomenon, which is actually a major upheaval, is the focal point of this book, giving rise to this question: what are the links between Rural-Urban evolution in such contexts? What are the impacts on livelihoods and development? This book, covering social and environmental scientific issues relating to Rural-Urban nature, is the first of its kind for African mountains.

It aims to answer the following question: Is there any possibility for a policy of smart development and smart specialization in rural and peri-urban areas? Based on detailed analytical studies, empirical and econometric methods, as well as various European case studies, several conclusions are drawn. Smart development policies are well adapted to the developed or intermediate regions containing at the same time rural and urban areas, but do not really function for the more rural or more peripheral regions. The development policies of rural areas must be adapted to their particular characteristics, to the structure of their economies (agriculture, small firms), as well as in their diversity (distant regions, intermediate regions, rural areas near the urban areas). It appears interesting to exploit natural and cultural amenities, to develop the multifunctional character of the agriculture, to promote territorial innovation under all its forms, to favor the synergies between the various uses of land and space, and to develop the knowledge on the ecological, socioeconomic processes, as well as on the mechanisms of territorial governance. These results are very important because they question the validity of the H2020 policy and the smart development and smart specialization policies and their applicability to the whole European area, and not only for the most urban and rich areas. It will be valuable reading for students, researchers and policy-makers in regional development, rural studies, spatial planning and economic geography.
