Dealing with issues of risk, security and the spatial restructuring of contemporary western cities, this book examines how the perceived risk of terrorist attack led to changes in the physical form and institutional infrastructure of the city of London during the 1990s when the city was a prime terrorist target. The book analyses how the various formal and informal strategies adopted in the City attempted to reduce both the physical and financial risk of terrorism. This was undertaken through a series of place-specific security initiatives and risk management policies which led to increased fortification, a substantial rise in terrorism insurance premiums, and, changing institutional relations at a variety of spatial scales. It also argues that the security measures deployed were developed not in terms of an anti-terrorist effort, but in relation to the unintended by-products of these approaches such as crime reduction and enhanced traffic management capabilities.

Given this increase, there are two evidence-based policy questions that are important to address: Is there evidence that any of these programs are effective – in other words, can they be shown to be linked to reducing terrorism, terrorist recruiting, or to improving the response and management of terrorist events? Do these interventions have secondary or collateral effects that may be costly, harmful, illegal, beneficial, or otherwise? As Lum and Kennedy discovered in an evaluation research on counterterrorism interventions, only a minuscule number of empirical studies of terrorism exist and there is an almost complete absence of evaluation research on counter-terrorism strategies. This is startling given the enormous increases in the development and use of counter-terrorism programs, as well as spending on counter-terrorism activity. Even more disconcerting was the nature of the evaluations we did find; some programs were shown to either have no discernible effect on terrorism or lead to increases in terrorism. The emphasis of the need for empirical research in evaluating interventions and informing policy cannot be overstated, and is the primary goal of Evidence-Based Counterterrorism Policy.

Because of the complexity of local rules, regulations, and legislations, it will be focussed on global and European standards. The money laundering circle including its different phases will be stated as well as alternative modernised models as potential future ML or TF mechanisms such as the use of cryptocurrencies. These are covered in the second chapter. The third chapter will demonstrate the initiators and facilitators in the money laundering mechanism. The part of the initiators will be represented in this context by major transnational organised crime syndicates and terrorist groups to illustrate how initiators may look like, what objectives they have, how they operate, why money laundering is so essential to their future actions as well as how dangerous their existence is to our society. On the other hand, facilitators will involve different parties such as the role of banks, specific organisations, states, or offshore locations. It will additionally highlight how these parties benefit from money laundering and why it is such an attractive model to provide initiators with assistance services. By using real case scenarios and data of the most relevant reports, it will be emphasised in the fourth chapter what negative impact money laundering can have on the economy, society, and companies. The fifth chapter involves a comprehensive guidance on the prevention of ML including TF for corporate entities with respect to chapter 2.2, which introduced Anti Money Laundering (AML) and Counter Financing of Terrorism (CFT) legislations and several other recommendations by law enforcement units, policy makers, and AML/CFT professionals.
