The standards are divided into 13 categories: (1) wages; (2) benefits; (3) job descriptions and evaluations; (4) hiring and promotions; (5) termination, suspension, severance, and grievance procedures; (6) classroom assignments, hours of work, and planning time; (7) communication, team building, and staff meetings; (8) decision and problem solving; (9) professional development; (10) professional support; (11) diversity; (12) health and safety; and (13) physical setting. Some standards are considered essential for child care centers to be recognized as providing a good adult work environment, directly impact the quality of care, or were repeatedly emphasized by teachers, directors, and others. Some standards indicate two possible levels of quality, a high-quality level and a striving level. Appendices include notes for teachers, directors, parents, and boards of directors who are using the model work standards; information on the "essential" model work standards; methods for calculating a self-sufficiency or living wage for a particular community; and an action plan work sheet. Young children thrive and learn best when they have secure, positive relationships with adults who are knowledgeable about how to support their development and learning and are responsive to their individual progress. Transforming the Workforce for Children Birth Through Age 8 offers guidance on system changes to improve the quality of professional practice, specific actions to improve professional learning systems and workforce development, and research to continue to build the knowledge base in ways that will directly advance and inform future actions. The recommendations of this book provide an opportunity to improve the quality of the care and the education that children receive, and ultimately improve outcomes for children.

In the absence of government regulations or social models that clearly define the childcare provider's role, mothers worry about the quality of care their children are getting. By connecting the personal level of mothers' daily experiences to the larger political, economic, and ideological context of childcare, Lynet Uttal describes and explains how mothers rely on their relationship with the providers to monitor and influence the quality of care their children receive. Whereas other studies have emphasized how mothers undervalue and exploit providers, this book paints a more nuanced picture, arguing that the ties between adults who share in the care of children creates neither heroes nor victims. This ethnography reveals that mothers are often reluctant to discuss their concerns with their childcare providers. Uttal shows how mothers walk a fine line between wanting to believe in the quality of care they have chosen, and the fact that they might have made a mistake. Catalyzed by their worries about the quality of care, mothers develop complex relationships with the women--and most are women--who look after their children.

This report is designed to provide state lawmakers and their staff with research and state examples of policy options to advance child care quality. The report outlines selected elements of quality early childhood systems that go beyond minimal regulatory standards. The report also discusses research findings, provides state policies, including legislative initiatives, and results of some of these initiatives. Following the introduction, the four sections of the report highlight four quality issues that legislators can affect and that are above and beyond state regulation: (1) an effective work force--policies that promote training, education, career development, and better compensation for providers; (2) program quality and accreditation--providers who meet certain standards in addition to and above minimum regulatory requirements; (3) reimbursement rates--policies and levels of funding to child care providers who care for children who are subsidized by the state; and (4) comprehensive services--enriching the support services in child care programs, including health and education linkages and outreach to parents and providers. The report notes that, in the past few years, there have been innovative advancements in several key areas, including greater professional opportunities for providers, a focus on voluntary accreditation, fiscal incentives in the form of variable reimbursement rates to high-quality programs, and establishment of early childhood initiatives that are enriched with comprehensive health and social services. Transforming the Financing of Early Care and Education outlines a framework for a funding strategy that will provide reliable, accessible high-quality early care and education for young children from birth to kindergarten entry, including a highly qualified and adequately compensated workforce that is consistent with the vision outlined in the 2015 report, Transforming the Workforce for Children Birth Through Age 8: A Unifying Foundation. The recommendations of this report are based on essential features of child development and early learning, and on principles for high-quality professional practice at the levels of individual practitioners, practice environments, leadership, systems, policies, and resource allocation.
