Book excerpt: This White Paper follows the consultation paper "No one written off: reforming welfare to reward responsibility" (Cm. 7363, ISBN 9780101736329) which was itself based on the reforms proposed by David Freud in his report "Reducing dependency, increasing opportunity: options for the future of welfare to work" (2007, DWP, www.dwp.gov.uk/publications/dwp/2007/welfarereview.pdf). It sets out how the Government plans to take the proposals forward. The Government's vision for the welfare state is one where everyone is required to fulfill their responsibilities to prepare for, look for and take up work, with support provided at all stages, particularly given the recent economic downturn. The Government proposes a simpler benefits system, with the development of a single income-replacement benefit for people of working age: initially those currently on Income Support will move to either the Employment and Support Allowance or Jobseeker's Allowance. Changes to Housing Benefit will also be investigated in 2009. Jobcentre Plus is an effective delivery vehicle and will receive an extra £1.3 billion funding, but it will be supported by more use of private and voluntary services (which already supply 40 per cent of DWP's employment programmes). Devolving power to the local level will increase effectiveness of service delivery. This paper also responds to and supports the Gregg report on personal conditionality ("Realising potential ... ISBN 9780101749923) where everyone on benefits is expected to take active steps towards work. Support for disabled people will be enhanced and become more personalised. Those on incapacity benefits will move to the Employment and Support Allowance. More support for jobseekers will be matched by higher expectations. All the reforms are designed to increase employment and release resources for the ending of child poverty by 2020.

From New York to Nashville and Pittsburgh to Portland governments have implemented innovative redevelopment strategies to adapt to a globally integrated, post-industrial economy and cope with declining industries, tax bases, and populations. However, despite the prominence of new amenities in revitalized neighborhoods, spectacular architectural icons, and pedestrian friendly entertainment districts, the urban comeback has been highly uneven. Even thriving cities are defined by a bifurcated population of creative class professionals and a low-wage, low-skilled workforce. Many are home to diverse and thriving immigrant communities, but also contain economically and socially segregated neighborhoods. They have transformed high-profile central city brownfields, but many disadvantaged neighborhoods continue to grapple with abandoned and environmentally contaminated sites. As urban cores boom, inner-ring suburban areas increasingly face mounting problems, while other shrinking cities continue to wrestle with long-term decline. The Great Recession brought additional challenges to planning and development professionals and community organizations alike as they work to maintain successes and respond to new problems. It is crucial that students of urban revitalization recognize these challenges, their impacts on different populations, and the implications for crafting effective and equitable revitalization policy. Urban Revitalization: Remaking Cities in a Changing World will be a guide in this learning process. This textbook will be the first to comprehensively and critically synthesize the successful approaches and pressing challenges involved in urban revitalization. The book is divided into five sections. In the introductory section, we set the stage by providing a conceptual framework to understand urban revitalization that links a political economy perspective with an appreciation of socio-cultural factors in explaining urban change. Stemming from this, we will explain the significance of revitalization and present a summary of the key debates, issues and conflicts surrounding revitalization efforts. Section II will examine the historical causes for decline in central city and inner-ring suburban areas and shrinking cities and, building from the conceptual framework, discuss theory useful to explain the factors that shape contemporary revitalization initiatives and outcomes. Section III will introduce students to the analytical techniques and key data sources for urban revitalization planning. Book excerpt: Over the last two decades, many changes have happened to the social welfare policies of various industrial countries. Citizens have seen their pensions, unemployment benefits, and general healthcare policies shrink as “belt tightening” measures are enforced. But in contrast, long-term care has seen a general growth in public financing, an expansion of beneficiaries, and, more generally, an attempt to define larger social responsibilities and related social rights. The aim of this book is to describe and interpret the changes introduced in long-term care policies in Western Europe. The volume argues that recent reforms have brought about an increasing convergence in LTC policies. Most of the new programs have developed a new general approach to long-term care, based on a better integration of social care and health care. The book explores increasing public support given to family care work (in the past, the family would take care of the elderly or infirm) and increasing growth and recognition of a extended social care market (by which care has shifted from a moral obligation based on family reciprocity to a paid, professional activity). A new social care arrangement has therefore been developing in Western countries, based on a new mix of family obligations, market provision, and public support. In order to understand such changes, this analysis will take into account the social and economical impact of these reforms.

For many years, the law has mediated impacts on communities and provided for the distribution of financial benefits. Now, there is growing awareness of the need to consider not only a wider range of costs and benefits for communities from energy and resource projects, but also the effects on communities at multiple scales and in complex ways. Sharing the costs and benefits of natural resource activity has now become a legal requirement for energy and resource projects operating in many jurisdictions, particularly in developing countries. This book uses cases studies from across the globe to examine the emergence of such legal measures, their advantages and disadvantages, and the improvements that may be feasible in the legal frameworks used to distribute the costs and benefits of energy and resources activity. The book has three parts: Part I considers general legal and conceptual frameworks; Part II addresses the mechanisms available to distribute costs and benefits; and Part III considers the role of public engagement and participation in the sharing of the costs and benefits from energy and resource projects.
