Ante el citado contexto, el presente libro nace con la intención de dar cobertura y visibilizar aquellas circunstancias que en mayor medida han podido afectar a la ciudadanía en dicho momento, mostrando así los estragos que, tanto a nivel de salud mental como física, dicha pandemia ha ocasionado. Por ello, y desde un enfoque multidisciplinar, se organiza el contenido del texto con la intención de dar cobertura a cuatro bloques de intervención generales. Así, se comienza con la victimización por COVID-19 desde una perspectiva social en relación con los colectivos de riesgo, examinando tanto aspectos culturales como aquellos otros factores que afectan al panorama internacional, para proseguir con un segundo bloque relativo a cuestiones más específicas vinculadas con el entorno familiar y de relaciones cercanas, dando con ello paso a un tercer bloque sobre victimización en personas mayores, y finalizando con un cuarto bloque relativo a las consecuencias criminales y delictuales derivadas del mencionado contexto. En resumen, la obra pretende ofrecer un análisis desde diversas perspectivas de determinados problemas surgidos a raíz de la crisis pandémica de la COVID-19 y ligados a la victimización de diversos colectivos en Europa.

At its centre is a rejection of the death penalty as excessive, unnecessary, and pointless. Beccaria is deservedly regarded as the founding father of modern criminal-law reform, yet he was not the first to argue for the abolition of the death penalty. Against the Death Penalty presents the first English translation of the Florentine aristocrat Giuseppe Pelli's critique of capital punishment, written three years before Beccaria's treatise, but lost for more than two centuries in the Pelli family archives. Peter Garnsey examines the contrasting arguments of the two abolitionists, who drew from different intellectual traditions. Pelli was a devout Catholic influenced by the writings of natural jurists such as Hugo Grotius, whereas Beccaria was inspired by the French Enlightenment philosophers. While Beccaria attacked the criminal justice system as a whole, Pelli focused on the death penalty, composing a critique of considerable depth and sophistication. Garnsey explores how Beccaria's alternative penalty of forced labour, and its conceptualisation as servitude, were embraced in Britain and America, and delves into Pelli's voluminous diaries, shedding light on Pelli's intellectual development and painting a vivid portrait of an Enlightenment man of letters and of conscience. It is possible to transform many institutions to build societies with less predation and more freedom. These stretch from families and institutions of gender to the United Nations. Some societies, times and places have crime rates a hundred times higher than others. Some police forces kill at a hundred times the rate of others. Some criminal corporations kill thousands more than others. Micro variables fail to explain these patterns. Prevention principles for that challenge are macrocriminological. Freedom is conceived in a republican way as non-domination. Tempering domination prevents crime; crime prevention reduces domination. Many believe a high crime rate is a price of freedom. Not Braithwaite. His principles of crime control are to build freedom, temper power, lift people from poverty and reduce all forms of domination. Freedom requires a more just normative order. The study shows how the political projects that cities launch to confront urban violence are shaped by the interaction between urban political economies and patterns of armed territorial control. It introduces business as a pivotal actor in the politics of urban violence, and argues that how business is organized within cities and its linkages to local governments impacts whether or not business supports or subverts state efforts to stem and prevent urban violence. A focus on city mayors finds that the degree to which politicians rely upon clientelism to secure and maintain power influences whether they favor responses to violence that perpetuate or weaken local political exclusion. The book builds a new typology of patterns of armed territorial control within cities, and shows that each poses unique challenges and opportunities for confronting urban violence. The study develops sub-national comparative analyses of puzzling variation in the institutional outcomes of the politics of urban violence across Colombia's three principal cities—Medellin, Cali, and Bogota—and over time within each. The book's main findings contribute to research on violence, crime, citizen security, urban development, and comparative political economy. The analysis demonstrates that the politics of urban violence is a powerful new lens on the broader question of who governs in major developing world cities.
