Book excerpt: This book presents an integrated analysis, at once conceptual, historical, and political, of the growing impact of State Funded Aid on international relations, particularly after the collapse of the Berlin Wall and the end of the bipolar system. In order to observe Aid as an emerging instrument of foreign policy, the book develops an original approach which puts Donors and Recipients on the same level and examines the political dynamics of their relationship. The focus shifts from looking at the needs covered by Aid interventions to the political motivations of Donors and Recipients. Aid is reconceptualized to include any transaction on favourable terms between these two parties, regardless of the object of that Aid. This framework of analysis is applied to several historical cases, from the post-conflict transition in Bosnia and Herzegovina and the post-Soviet one in Russia in the 1990s to the medical Aid to Italy and Russian vaccine diplomacy to the Republic of San Marino during the COVID-19 pandemic. In the end, the book identifies ten major trends that have shaped the dynamics of the relationship between Donors and Recipients over the past few decades, and on a more general level, traces the impact that State Funded Aid has had on the international system. By arguing that, on the whole, Donors have had greater political interests than Recipients, the book takes a fresh and original look at Aid as instrument of Power Politics. Book excerpt: The Covid-19 pandemic exacerbated poverty levels in Africa, with the number of people living in extreme poverty in sub-Saharan Africa projected to increase from 449 million (pre-Covid) to 478 million by 2022. The crisis also induced the continent's first economic recession in 25 years. Globally, the pandemic has generated multiple geostrategic uncertainties among nation states, and regional and international institutions. Policymakers in both donor and recipient countries are faced with the task of responding to the unpredictability of these developments, which may include reconsidering foreign policy priorities in the light of domestic imperatives. Addressing the possibility of declining investments and donor fatigue on the back of Covid-19, this Brief explores one key 'if' concerning the future of external support for Africa's development: 'what if, for the first time in more than 60 years, Africa stops receiving development assistance and foreign investments?' The first section of the Brief describes a tipping point in 2030 showing Africa's economic outlook in a future in which development aid and investments have been drastically reduced. The second section explains developments between 2021 and the tipping point in 2030, while the third section outlines the consequences in terms of Africa's development.

It is estimated that the UAE has sent 2154 tons of medical supplies, new ventilators, PPE, and other testing equipment to 135 countries. The primary objective of the research lies in determining what have been the responses of different countries in terms of handling the pandemic and where they were different with that of the efforts by UAE. The research mostly is a secondary analysis done on some of the previous literatures that discusses how the pandemic disrupted conditions of different countries has and how the measures adopted by UAE in helping the fellow developed countries has led to UAE gaining wide recognition. It has been assessed that the performance of UAE in comparison to other developed countries has helped in improving international relations because of the strategies in terms of providing foreign assistance to the countries. The pandemic created a negative impact for UAE as well where the economy shrunk to around 6.1% during the first two years of the arrival of Covid; however UAE was able to bounce back because of the extraordinary efforts that the nation took in restricting security measures, when compared to other countries like China, UK, USA. Some recommendations at the end of the research have also been provided that discusses about the different other efforts that UAE could have taken to improve the situations. Strategies likemore focus on improving communication measures or making flexible investment should have led to deal with the virus in a more effective manner.
