Book excerpt: The Missile Defense Agency (MDA) prepared this Environmental Assessment (EA) to evaluate the potential environmental consequences of constructing and operating additional buildings, roads, rail line, and utilities at the Lockheed Martin Space Systems Company (LMSSC) Courtland, Alabama Facility. The Courtland Facility was originally designed to assemble and test interceptor missiles for MDA's Ballistic Missile Defense System (BMDS). The proposed action would support the assembly of target missiles and payloads to meet the increasing rate of BMDS testing requirements. The purpose of the proposed action would be to construct additional facilities at the Courtland Facility in which target missiles could be assembled, integrated, checked out and ultimately shipped to a test site for use. The need for the proposed action is to provide additional capabilities to meet the increased demand for reliable target missiles to test the MDA BMDS. Streamlining and consolidating target production is necessary to support the timely fielding of a viable missile defense capability to meet warfighter, national security, and homeland defense needs and will help MDA improve quality control and reduce costs.

This EA was prepared in accordance with requirements of the National Environmental Policy Act (NEPA) and the corresponding NEPA-implementing regulations of the Council on Environmental Quality (40 Code of Federal Regulations [CFR] 1500-1508) and the USAF (32 CFR 989). The Proposed Action is to construct and operate a new vehicle maintenance facility for combined use by the USAF and the Air National Guard near the intersection of Aspen Street and Camp Hale Way at Buckley Air Force Base. In addition to the Proposed Action, three action alternatives, and a No Action Alternative were considered. The three action alternatives to the Proposed Action include constructing an Air Force-only facility at the Proposed Action location, constructing an Air Force-only facility at an alternative location, and expanding/modifying the existing facility to serve the Air Force only.

The Youth Center project would include construction of a building and landscaped area with a playground. The RV Expansion Lot would include sufficient space to provide storage of large-size RVs. FACTORS CONSIDERED IN DETERMINING THAT NO ENVIRONMENTAL IMPACT STATEMENT IS REQUIRED: The Environmental Assessment (EA) analyzed the environmental impacts of alternatives to the proposed action taking into account all relevant environmental resource areas and conditions. The USAF has examined the following resource areas and conditions and found that the proposed action would either have no or inconsequential impact: air quality; expansive soils, hazardous materials, hazardous wastes, socioeconomics, utilities, biological resources, traffic/transportation, water resources, radon, safety and pollution prevention. The proposed action would not have any significant effect on contaminated sites. The Final EA for the proposed Youth Center and RV Expansion Lot projects at Buckley AFB, Colorado, was issued December, 2005.

Book excerpt: In support of previously reviewed, approved, and implemented Base Realignment and Closure (BRAC) actions, Travis Air Force Base (AFB) proposes to construct military family housing on the 101-acre Burke Property on the north side of the base. The use of the property for that purpose was previously reviewed and approved along with the other BRAC actions in an Environmental Impact Statement (EIS), from which this Environmental Assessment (EA) is tiered (40 CFR 1502.20). To meet the BRAC-related housing needs, a design for the construction of 281 units has been developed and is evaluated in this EA. A 226-unit alter- native that could minimally satisfy Air Force policies is also considered, along with No Action, in this EA. This EA focuses on Site Contamination, Biological Resources, and Cultural Resources. For other resource and issue areas, impacts and, where appropriate, mitigation measures associated with the construction of housing on the Burke Property were adequately described in the BRAC ElS and Record of Decision (ROD) (USAF 1994a, b). This EA finds that there are no potentially significant areas of site contamination or cultural resources on the site. With respect to Biological Resources, the 281-unit design would eliminate 2.81 acres of wetland and aquatic habitats, including some areas that may support threatened and endangered species. The 226-unit alternative would eliminate 1.18 acre of wetland and aquatic habitats while avoiding wetlands that may support threatened and endangered species. This EA identifies mitigation measures that, subject to further discussion with the U.S. Fish and Wildlife Service and U.S. Army Corps of Engineers, would mitigate these impacts to less than significance. Other potential short- and long-term impacts associated with the construction and use of housing in proximity to wetland and aquatic habitats on the site would be mitigated to insignificance through measures described in this EA.

Significant adverse environmental impacts were expected to occur, and a Notice of Intent to prepare an Environmental Impact Statement (EIS) was published in the Federal Register on July 20, 1994. However, as a result of a public scoping meeting held in August, 1994, and the 1995 Base Realignment and Closure Committee decision to close US Naval Station Long Beach, the Proposed Action was changed, In February, 1996, the Air Force proposed to build up to 96 single-family housing units on the US Navy White Point housing site, including an adjacent, Navy-owned, undeveloped, 8-acre parcel of land.

The proposed action, alternate locations, and the no action alternative were all considered. The proposed action could be implemented with minor construction-related air emissions of short term duration. Projected long term air emissions fall within the limits prescribed by the Hill AFB Title V permit. The proposed action would produce regulated solid and liquid waste streams including paper wipes; maskants; rags; filters from plating and parts washers; bearing grease; air filters; water from parts washing and pressure testing; paint residue; plating solution and rinse water; and motor oil. All non-recyclable regulated materials would be collected and disposed as hazardous waste (some of the liquid wastes would be treated in the Hill AFB industrial wastewater treatment plant). The proposed action would be expected to produce 34 long-term jobs at Hill AFB. No long-term environmental impacts are expected.
