Book excerpt: This volume consists of a carefully edited version of the General Course on Public International Law delivered at the Hague Academy of International Law to commemorate the fiftieth anniversary of the foundation of the United Nations. The author brings to them not only his background of academic distinction, but his experience as a practitioner concerned with major international legal issues. The rule of law in international affairs is a question of perennial concern but it is of greater moment these days for a number of reasons. The active agenda of the Security Council and its relative solidarity creates a paradox. Its increased political power is a source of hope but the modalities of the exercise of power present problems of principle and of legal concern. Another area of concern is the International Court, which has had a successful record since the early eighties and provides one of the guarantees of the maintenance of legality. Recent successes of the Court include the effective resolution of the territorial dispute between Chad and Libya. The general level of compliance with its decisions by States is impressive. Yet its success is matched not by encouragement and enhancement of its facilities but by United Nations financial constraints which hinder its work and, ultimately, may threaten its independence in relation to the political organs of the United Nations.

Access to education has increased, but quality remains low, with weaknesses in governance comprising an important part of the explanation. The Politics and Governance of Basic Education explores the balance between hierarchical and horizontal institutional arrangements for the public provision of basic education. Using the vivid example of South Africa, a country that had ambitious goals at the outset of its transition from apartheid to democracy, it explores how the interaction of politics and institutions affects educational outcomes. By examining lessons learned from how South Africa failed to achieve many of its goals, it constructs an innovative alternative strategy for making process, combining practical steps to achieve incremental gains to re-orient the system towards learning.

The Malleus is an important text and is frequently quoted by authors across a wide range of scholarly disciplines. Yet it also presents serious difficulties: it is difficult to understand out of context, and is not generally representative of late medieval learned thinking. This, the first book-length study of the original text in English, provides students and scholars with an introduction to this controversial work and to the conceptual word of its authors. Like all witch-theorists, Institoris and Sprenger constructed their witch out of a constellation of pre-existing popular beliefs and learned traditions. Therefore, to understand the Malleus, one must also understand the contemporary and subsequent debates over the reality and nature of witches. This book argues that although the Malleus was a highly idiosyncratic text, its arguments were powerfully compelling and therefore remained influential long after alternatives were forgotten. Consequently, although focused on a single text, this study has important implications for fifteenth-century witchcraft theory. This is a fascinating work on the Malleus Maleficarum and will be essential to students and academics of late medieval and early modern history, religion and witchcraft studies.

Jules Verne, celebrated French author of Twenty Thousand Leagues Under the Sea and Around the World in 80 Days, wrote over 60 novels collected in the popular series "Voyages Extraordinaires." A handful of these have never been translated into English, including Invasion of the Sea, written in 1904 when large-scale canal digging was very much a part of the political, economic, and military strategy of the world's imperial powers. Instead of linking two seas, as existing canals (the Suez and the Panama) did, Verne proposed a canal that would create a sea in the heart of the Sahara Desert. The story raises a host of concerns — environmental, cultural, and political. The proposed sea threatens the nomadic way of life of those Islamic tribes living on the site, and they declare war. The ensuing struggle is finally resolved only by a cataclysmic natural event. This Wesleyan edition features notes, appendices and an introduction by Verne scholar Arthur B. Evans, as well as reproductions of the illustrations from the original French edition.
