Book excerpt: The Environmental Challenges for Green Growth and Poverty Reduction in the Lao People's Democratic Republic report reveals strong linkages among environmental quality, economic growth, and social wellbeing of the nation's 7 million inhabitants. This report is a comprehensive presentation prepared after two years of targeted diagnostic research and analysis of issues and conditions within Lao PDR. The analysis was conducted by an international team of World Bank researchers in cooperation with counterparts in lead government agencies in Lao PDR. Information from the Ministry of Health, the Ministry of Natural Resources and Environment, and others, provided an initial basis for the assessments, and this was complemented by other international information. The results can be regarded as a state-of-the-art contribution of information to decision makers in Lao PDR having an interest in achieving sustainable growth consistent with the 2019 National Green Growth Strategy. The report's scope includes consideration of impacts on key economic sectors and on risk factors influencing the health of the population. The assessments encompassed the economic costs of degradation in the forestry, agriculture, fisheries, mining, and hydropower sectors. The report identifies solid waste management and plastics as an important priority to which the Government of Lao PDR has already pledged its support in regional and global initiatives. Within the context of the Mekong River and its watershed, this report addresses climate-change impacts including increased risks of flooding.

The WBG CPF aims at supportingLasting Accessible Opportunities for all including sustained green growth, improved access to humanand infrastructure services, and opportunities for all. The previous Country Partnership Strategy (CPS)2012-2016 built a solid foundation and a strong relationship with the Government of Lao PDR (GOL). The CPF supports the GOL's 8th National Socio-Economic Development Plan (NSEDP) for2016-2020. The 8th NSEDP introduces policies intended to put Lao PDR on a path to reduce povertyand promote shared prosperity in a sustainable manner, based on green growth principles. Lao PDR'sdevelopment has advanced greatly in the last two decades, although significant challenges remain. Incomes have risen, poverty has declined, access to several key public services has improved and asa result Lao PDR met a number of its Millennium Development Goals. With GDP growth averaging8 percent per year since 2000, Lao PDR today is a lower-middle income country with a GNI percapita of around USD 1,740 in 2015. However, growth has been driven mainly by exploitation of itsabundant natural resources and has been less inclusive, resilient, and sustainable than for regional comparators. Widespread malnutrition and overall low consumption levels highlight the challenges that remain for the basic well-being of the country.

Book excerpt: "The results of this study confirm the continuing structural transformation of the Lao rice sector which started a decade ago. To some extent, the sector transformations being led by inter related factors not strictly related to government rice sector policies, including: (i) continued GDP growth led by mineral and hydropower exports; (ii) increasing job opportunities in the non-tradable, non-agricultural sector, and in neighboring countries, associated with increasing incomes; (iii) increasing shortages of farm labour and an ageing farm population; (iv) increasing urbanization and related changes in food consumption patterns; and (v) stabilization of aggregate national rice consumption as a result of a declining population growth rate and gradual diversification of diets away from rice as a source of calories. Furthermore, emergence of new private sector driven export crops. The current situation, which decouples rice sector-related government policies between farm and post-farm, each governed by different sector line ministries, may no longer be efficient. The growth in the number of commercially-oriented rice farmers as shown by the 2010 agriculture census data means that investments in further productivity improvements need to be well articulated with measures to sustain a sound market environment and this has trade policy implications."--Publisher's description.
