The CNPP covers background information on the status and development of nuclear power programmes in countries having nuclear plants in operation and/or plants under construction. It reviews the organizational and industrial aspects of nuclear power programmes in participating countries, and provides information about the relevant legislative, regulatory and international frameworks in each country. The CNPP compiles the current issues in the new environment within which the electricity and nuclear sector operates, i.e. energy policy, and privatization and deregulation in these sectors, the role of government, nuclear energy and climate change, and safety and waste management, which differ from country to country. In addition, the complexity of the nuclear fuel cycle market has increased with the emergence of new providers of fuel cycle services. In this context, a need was perceived for a compilation of country profiles on nuclear fuel cycle activities in a form which could be easily understood both by experts and by the public, and which should lead to a greater understanding of these activities worldwide. Furthermore, such information would improve the transparency of nuclear energy development in general. The first edition was published in 2001 and showed the status of the nuclear fuel cycle at the end of 1999. Essentially, this second edition represents the status of the nuclear fuel cycle at the end of 2002 and consists of two parts: the first part is a review of worldwide activities related to the nuclear fuel cycle; the second comprises the country profiles, reflecting each country's status with regard to nuclear fuel cycle activities. The second part incorporates a graphical representation of material flow in the nuclear fuel cycle of each country.

The book formulates a theory of nuclear socio-political economy which highlights six factors necessary for embarking on nuclear power programs: (1) national security and secrecy, (2) technocratic ideology, (3) economic interventionism, (4) a centrally coordinated energy stakeholder network, (5) subordination of opposition to political authority, and (6) social peripheralization. The book validates this theory by confirming the presence of these six drivers during the initial nuclear power developmental periods in eight countries: the United States, France, Japan, Russia (the former Soviet Union), South Korea, Canada, China, and India. The authors then apply this framework as a predictive tool to evaluate contemporary nuclear power trends.
