Book excerpt: This study of executive-branch decision making explores the conflict between the diplomatic and developmental mandates of U.S. foreign-aid programs on two levels. First, a given amount of programming funded for a country must be divided among various activities, some of which are directed toward long-term development while others encourage short-term diplomatic cooperation with U.S. initiatives. Second, individual federal agencies favor certain types of aid and are engaged in a constant struggle to preserve and expand their favored programs at the expense of others. Dr. Rossiter examines this conflict in a case study of the State Department's use of foreign-aid programs to induce the "frontline" states of southern Africa to cooperate with President Carter's initiative to resolve the civil war in Rhodesia/Zimbabwe. According to Dr. Rossiter, the Agency for International Development (AID) lost control over foreign aid in the region to the State Department because the constituency for development objectives was relatively weak, both inside and outside the U.S. government. He concludes by discussing the implications of AID's unsuccessful attempt to free itself from the State Department's control during the reorganization of the foreign-aid bureaucracy under President Carter.

Book excerpt: The massive U.S. economic aid program for Egypt initiated in 1975 resulted in a bilateral aid relationship shaped by the interaction of political and development goals. In this study of the program's origins and consequences, Professor Weinbaum describes its scope and identifies the constraints that delayed and limited program implementation. The author discusses the modest U.S. leverage designed to encourage economic reforms and argues that far-reaching reforms could only be attained through a major change in Egypt's political structure. He finds that, despite its failure to make Egypt more economically self-reliant, U.S. assistance has enabled the country to attain a level of consumption and development planning possible with no other alternative. The profit to the United States results from the regime's moderate foreign policies and compatible views on strategic threats to the region. Despite the mutual benefits of this aid program, Professor Weinbaum concludes that the United States must display greater sensitivity to Egypt's political and economic problems if the "special relationship" is to survive through the 1980s.

While most countries in the region share many of the characteristics of middle-income countries, theirs is a matter of extremes. Their generally small size suggests a fragility not found elsewhere. While much of the world is beginning to feel some effects of climate change, the Caribbean is ground zero. These factors suggest a difficult road ahead, but the chapters presented in this volume aim to help to spur the search for creative solutions to the region’s problems. The chapters, written by expert contributors, examine the Caribbean economies from several perspectives. Many break new ground in questioning past policy mindsets, while developing new approaches to many of the traditional constraints limiting growth in the region. The volume is organized in four sections. Part I examines commonalities, including issues surrounding small economies, tourism, climate change and energy security. Part II looks at obstacles to sustained progress, for example debt, natural disasters and crime. In Part III chapters consider the specific role of external influences, including the USA and the European Union, the People's Republic of China, as well as regional co-operation. The volume concludes in Part IV with country case studies intended to provide a sense of the diversity that runs through the region.
