These papers are published to communicate the results of the Bank's ongoing research and to stimulate public discussion. This volume provides a set of six case studies from West Africa. These assess the benefits of growth (or the costs of a lack of growth) in terms of poverty reduction in those countries. The first part of this book describes the experience of two countries (Ghana and Senegal) that achieved high levels of growth in the 1990s, and that also experienced important reductions in poverty, even though growth was not strictly pro-poor. The second part describes the experience of two other countries (Burkina Faso and Cape Verde) that also achieved high levels of growth in the 1990s, but where there was an initial perception that growth did not lead to much poverty reduction. The more detailed analysis of poverty presented here suggests however that these two countries did witness a sharp reduction in their population share in poverty, as would have been expected given their growth record. Finally, in the third part, the authors argue that a lack of growth in the 1990s in Guinea-Bissau and Nigeria has been a key reason for their persistently high levels of poverty. Overall, the case studies in this Working Paper make a strong case for the positive impact of growth on poverty reduction in West Africa. However, they also point to the need to pay close attention to changes in inequality, because such changes have limited the gains from growth for the poor in several of the countries considered here. Book excerpt: How can Low-Income Countries (LICs) enhance tax revenue collection to finance their vast development needs? We address this question by analyzing seven tax reform experiences in LICs (Burkina Faso, The Gambia, Maldives, Mauritania, Rwanda, Senegal, and Uganda). Three lessons stand out, although reforms must be tailored to individual circumstances: (i) Tax reforms require first and foremost political commitment and buy-in from key stakeholders; (ii) Countries that pursue both revenue administration and tax policy reforms tend to see much larger and persistent gains; and (iii) A successful strategy often starts with fiscal reform measures with immediate effect to build momentum. These can include: simplifying the tax system; curbing exemptions; reforming indirect taxes on goods and services (e.g., excises); and better managing compliance risks through strengthening taxpayer segmentation (often beginning with strengthening the Large Taxpayers Office). A comprehensive reform strategy (e.g., a medium-term revenue strategy) can help to properly sequence reform measures and facilitate their implementation.

These interventions are increasingly being acknowledged in global initiatives, including to advance primary health care (PHC) and universal health coverage (UHC). When they are accessible, available, acceptable, and affordable, quality self-care interventions hold the promise of advancing the attainment of UHC. Building upon the latest WHO recommendations and good practice statements, this implementation guidance includes key considerations to support the introduction and scale-up of self-care interventions in countries. In implementing the global recommendations on self-care interventions for health and well-being, countries will need to adapt them to the local context, considering the economic conditions and the existing health services and facilities. This guidance is intended to assist with that process and requires interaction with all health systems building blocks to ultimately improve national health systems in terms of efficiency, responsiveness, more equitable health outcomes, and social and financial risk protection. This guidance is relevant for all settings and should, therefore, be considered as global guidance.

This reliance inevitability exposes countries to the risk of export earnings instability as a result of price shocks and, perhaps even more significantly, the falling purchasing power of exports over the long run due to declining real prices. Presenting for the first time a complete analysis of the issues surrounding commodity prices and development, this book is the culmination of three years of research commissioned by the Commonwealth Secretariat to look at various aspects of commodity prices. The problems faced by commodity dependent developing countries are formidable. Although diversification is the most appropriate response to the problem of the secular decline in commodity prices, long-term transformation in the economy can be a slow process and its success will depend on a host of factors such as the development of human resources, institutional capacity building, poverty alleviation, and appropriate domestic policy and environment. By granting increased aid flows and debt relief, and providing assistance to encourage production of non-traditional export items, the international community can play a proactive role in the development of the commodity dependent poor countries. Only concerted efforts both at the domestic fronts of these countries and via co-operation extended by the international community can help mitigate the problems of the world's most vulnerable economies.
