Book excerpt: This study examines the counterinsurgency strategies and practices adopted by threatened regimes and the conditions under which U.S. "small-footprint" partnerships are likely to help these governments succeed. The report's findings are derived from a mixed-method research design incorporating both quantitative and qualitative analysis. Simple statistical analyses are applied to a dataset of counterinsurgencies that have terminated since the end of the Cold War (72 in all), and more in-depth analyses are provided of two recent cases of U.S. partnerships with counterinsurgent regimes, in the Philippines and Pakistan. The quantitative analysis finds that the cases of small-footprint U.S. operations that are commonly touted as "success stories" all occurred in countries approximating a best-case scenario. Such a verdict is not meant to deny the importance of U.S. assistance; rather, it is meant to highlight that similar U.S. policies with less promising partner nations should not be expected to produce anywhere near the same levels of success. The majority of insurgencies have taken place in worst-case conditions, and in these environments, counterinsurgent regimes are typically unsuccessful in their efforts to end rebellion, and they often employ violence indiscriminately. The case studies of the Philippines and Pakistan largely reinforce the findings of the quantitative analysis. They also highlight the challenges the United States faces in attempting to influence partner regimes to fight counterinsurgencies in the manner that the United States would prefer. The study concludes with policy recommendations for managing troubled partnerships.

In reacting to these various insurgencies, the Indian state has employed a combined approach of force, dialogue, accommodation of ethnic and minority aspirations and, overtime, the state has established a tradition of negotiation with armed ethnic groups in order to bolster its legitimacy based on an accommodative posture. While these efforts have succeeded in resolving the Mizo insurgency, it has only incited levels of violence with regard to others. Within this backdrop of ongoing Indian counter-insurgency, this study provides a set of conditions responsible for the groundswell of insurgencies in India, and some recommendations to better formulate India’s national security policy with regard to its counter-insurgency responses. The study focuses on the national institutions responsible for formulating India’s national security policy dealing with counter-insurgency – such as the Prime Minister’s Office, the Cabinet Committee on Security, the National Security Council, the Ministry of Home Affairs and the Indian military apparatus. Furthermore, it studies how national interests and values influence the formulation of this policy; and the overall success and/or failure of the policy to deal with armed insurgent movements. Notably, the study traces the ideational influence of Kautilya and Gandhi in India’s overall response to insurgencies. Multiple cases of armed ethnic insurgencies in Assam, Manipur, Mizoram, and Nagaland in the Northeast of India and the ideologically oriented Maoist or Naxalite insurgency affecting the heartland of India are analysed in-depth to evaluate the Indian counter-insurgency experience. Book excerpt: When a country is threatened by an insurgency, what efforts give its government the best chance of prevailing? Contemporary discourse on this subject is voluminous and often contentious. Advice for the counterinsurgent is often based on little more than common sense, a general understanding of history, or a handful of detailed examples, instead of a solid, systematically collected body of historical evidence. A 2010 RAND study challenged this trend with rigorous analyses of all 30 insurgencies that started and ended between 1978 and 2008. This update to that original study expanded the data set, adding 41 new cases and comparing all 71 insurgencies begun and completed worldwide since World War II. With many more cases to compare, the study was able to more rigorously test the previous findings and address critical questions that the earlier study could not. For example, it could examine the approaches that led counterinsurgency forces to prevail when an external actor was involved in the conflict. It was also able to address questions about timing and duration, such as which factors affect the duration of insurgencies and the durability of the resulting peace, as well as how long historical counterinsurgency forces had to engage in effective practices before they won.

Today the world has entered another period when insurgency is common and strategically significant. This is likely to continue for at least a decade, perhaps longer. As the United States confronts this threat, extrapolating old ideas, strategies, doctrine, and operational concepts is a recipe for ineffectiveness. Reconceptualization is needed. The strategic salience of insurgency for the United States is higher than it has been since the height of the Cold War. But insurgency remains challenging for the United States because two of its dominant characteristics--protractedness and ambiguity-- mitigate the effectiveness of the American military. Furthermore, the broader U.S. national security organization is not optimized for counterinsurgency support. Ultimately, a nation is only as good at counterinsurgency support as its weakest link, not its strongest. Existing American strategy and doctrine focus on national insurgencies rather than liberation ones. As a result, the strategy stresses selective engagement; formation of a support coalition if possible; keeping the American presence to a minimum level to attain strategic objectives; augmenting the regime's military, intelligence, political, informational, and economic capabilities; and, encouraging and shaping reform by the regime designed to address shortcomings and the root causes of the insurgency. The key to success is not for the U.S. military to become better at counterinsurgency, but for the U.S. military (and other elements of the government) to be skilled at helping local security and intelligence forces become effective at it. A strategy for countering a liberation insurgency must be different in some important ways. Specifically, it should include the rapid stabilization of the state or area using the appropriately sized force (but larger is usually better); a shift to minimum U.S. military presence as rapidly as possible; rapid creation of effective local security and intelligence forces; shifting the perception of the insurgency from a liberation one to a national one; encouraging sustained reform by the partner regime; and cauterization--the strengthening of states surrounding the state facing an insurgency. Sustained capability enhancement is crucial, even when the United States is not actively engaged in counterinsurgency. This includes leader development, wargaming, concept development, research and analysis, professional education, and focused training. Capability enhancement should include increasing the ability and willingness of regional states and other regional security organizations to provide counterinsurgency support, improved homeland security, and methods for early warning of insurgency, preventative actions, and the creation of early-stage support packages. The United States must make clear whether its approach to counterinsurgency is a strategy of victory or a strategy of containment, tailoring the response and method to the threat. A strategy of victory which seeks a definitive end makes sense when facing a national insurgency in which the partner government has some basis of legitimacy and popular support. In liberation insurgencies, though, a strategy of victory is a very long shot; hence a strategy of containment is the more logical one.
