Since then, Europe has undergone tectonic shifts of its political and economic landscape, not least with the emergence and enlargement of the European Union. ■ The Council of Europe has maintained its own distinct role and place in the international institutional architecture. However, as many of the activities highlighted in this document demonstrate, the Council of Europe and the European Union now work together closely and in a complementary way in the interest of Europe’s citizens. The decision to establish its headquarters in Strasbourg was, moreover, symbolic of the desire for reconciliation between peoples. This book retraces the history of the Organisation. Book excerpt: Delays in implementing the Court’s judgments, lack of political will in certain states parties, attempts to discredit the Court... In ratifying the European Convention on Human Rights, the signatory states accept the Court’s jurisdiction and authority and “undertake to abide by the final judgment of the Court in any case to which they are parties” (Article 46 of the Convention). While certain member states have made real progress in implementing the judgments of the European Court of Human Rights, some others face serious structural and political problems forming real “pockets of resistance” that delay or prevent the execution of judgments. The Committee of Ministers is still supervising the execution of some 10 000 judgments, although they are not all at the same stage of implementation. This publication highlights the difficulties in implementing certain judgments encountered in the 10 countries which have the highest number of non-implemented judgments against them (Italy, the Russian Federation, Turkey, Ukraine, Romania, Hungary, Greece, Bulgaria, the Republic of Moldova and Poland). It also analyses judgments whose execution raises complex political issues.

Yet research suggests that there are underlying similarities in the way that food, alcohol, and gambling industries are replicating the tobacco industry's strategy of attempting to influence and determine public health policy. Impact of Market Forces on Addictive Substances and Behaviours examines the 'web of influence' formed by industries which manufacture and sell addictive products and trade associations and policy intermediaries such as lobbyists and think tanks in the EU. Using a new dataset on these corporate networks, it quantifies the strength of the connections between the actors in these webs, and uses this data to guide qualitative studies on the content of corporate strategy and, specifically, on corporations' attempts to 'capture' policy and three crucial ancillary domains: science, civil society, and the news and promotional media. The study draws on the structural data to outline the comprehensive engagement of industry with policy issues at the EU and the ways in which corporations and stakeholders attempt to influence policy in their favour. It concludes by asking what kinds of solutions might be possible to the evident public health challenges posed by the addictions web of influence, and proposes key reforms that have the best chance of minimising the impact of disease stemming from addictions in European countries. Impact of Market Forces on Addictive Substances and Behaviours is based on the research from ALICE RAP, a multidisciplinary European study of addictive substances and behaviours in contemporary society.
