Before the United States Civil War, England and China were the largest buyer of India cotton but at the end of that war Europe was the principal consumer. After the turn of the 'twentieth century, Japan began buying more and more Indian cotton and in the early 1930's was the largest buyer. In the early years of World War II, India was faced with a burden some surplus of cotton, which placed a strain on the Government as well as on the cotton trade. Steps were taken to relieve the surplus by restricting cotton acreage and encouraging food-grain production. Since India was short of food, this move helped the cotton industry and improved the food situation. Unfortunately with India's increasing population and a higher standard of living for many working people, food production continues below India's requirements. Book excerpt: Excerpt from Outlook for India as a Market for Cotton by 1961 World War II, partition, and subsequent developments have caused substantial changes in the volume and pattern of Indian cotton pro duction, consumption, and imports. Even before the war, India was near the end of an important transition - from supplier of raw cotton for the mills of Lancashire to one of the world's largest producers of cotton textiles. Ivartime demands greatly accelerated this trend. Then partition transferred to Pakistan a large part of the Punjab one of India's most important cotton growing areas. The new Indian Republic's textile industry was left with a cotton supply far short of its requirements. As a result, India embarked on an ambitious cotton development program. Meanwhile, huge imports were needed to tide the industry over. The United States was the only country then in a position to supply the required quantities. Indian importers and mills found themselves handling large amounts of U. S. Cotton, with which they had had practically no previous experience. N ow, however, the cotton devel opment program - and timely rains - have increased India's produc tion of raw cotton to the point where imports can be limited to the quantity of long staples required for spinning yarns and not available from the domestic crop. Imports from the United States in the seasons of 1952 - 54 were at a more normal level, averaging about 137, 000 Indian bales (of 392 pounds net). During the 1954 - 55 season, they dropped to bales; for the first 6 months of the 1955 - 56 marketing year they were only about bales, despite the inclusion of cotton in the U. S. Foreign aid program for India in early 1955. Imports from British East Africa, India's principal supplier of long staple cotton, have been fairly steady at a relatively high level. Cotton acreage and production in 1959-60 will rise appreciably above 1958 levels. This belief is based on two facts: the termination of that part of the Soil Bank Program under which nearly 5 million acres of land were held out of cotton production in 1958; and the provisions of the Agricultural Act of 1958 that give farmers the Option of exceeding their base allotment by as much as 40 percent. Thus for some years to come there promises to be ample U. S. Cotton on hand to meet all fore see able demand. Cotton production is trending upward in many foreign producing countries. This fact is reflected in the past levels of production, in the expansion plans of some countries, and the manner in which resources are being mobilized to achieve cotton production goals. Among the countries that have shown the most important gains above their 1950-54 averages are 4 that have more than tripled their production by 1957 or 1958 and 9 more that have at least doubled their 1950-54 average. These 13 countries, in the aggregate, have increased their production from just over bales in 1950-54 to about 1 million bales at the present time. As impressive as these gains are, they are dwarfed when compared with increases during the same period of nearly 2 million bales in Mainland China, about 1 million bales in the ussr, slightly over a million bales in India, and about three-fourths of a million bales in Mexico. On balance, total foreign production has increased since the 1950-54 period from slightly over 23 million bales to 29 million, or 26 percent. Communist countries showed a 35-percent increase, while other foreign countries ih creased production 21 percent. Meanwhile, cotton production ia the United States declined over 3 million bales, or 22 percent, and in Brazil it declined a third of a million bales, or 23 percent. From the standpoint of the role that the increased production plays in the various countries, a number of different patterns emerge. Some countries are encouraging ex pansion with a view to bringing their production more nearly in line with the raw cotton requirements of their domestic textile industry. Others, especially the French and Portuguese areas in Africa, are trying to help their mother countries reduce import requirements from outside sources. Still others generally try not to import cotton if they can avoid it, except for specialty qualities. They plan to get along, so far as their basic textile industries are concerned, with whatever cotton they can produce. Within such a policy, they know that the only way to have more cotton textiles is to produce mo re cotton. One more category is composed of those countries that look upon increased cotton pro duction as a means of increasing foreign exchange earnings through exports. In 1764 eight small bags of cotton were exported to Liverpool from the United States. The separation of the seed from the lint was a Herculean task, the work being done by hand, four pounds of lint cotton per week being the task required from each head of a family, in addition to the usual field work. In the more northern latitudes, ordinarily, cotton begins to mature and starts being marketed, during the month of August. If the weather permits, the cotton markets of Texas, south ern Louisiana, southern Alabama, Georgia and southern South Carolina assume activity, and the receipts of cotton begin to be rather generous, by the first week in August. In the more northern latitudes of the cotton district, it is usually about the middle of September, before an active marketing of cotton is in evidence.
