Excerpt: ...cotton industry of any changes in our fiscal system. Burdens imposed upon J j imports from foreign countries would necessarily navel1 reflected effects in a diminution of our exports. Our foreign trade in cottons would not escape bearing some share of the diminution. In what degree our various lines of export would be affected it is impossible to say a priori, but certainly they would not all be equally affected. The reduction of our exports would take place along lines of least resistance, which it would not be difficult to define, and it is quite conceivable that the cotton trade would not be one of the trades to suffer only slightly. But the important bearing of the figures just given is that losses in respect of our trade with foreign countries could not be recouped in any considerable degree through foreign goods being excluded from our colonial markets. Out of 26,500,000 worth of imported cotton goods, Canada, Cape Colony, Australia, New Zealand, and India bought less than 2,000,000 worth from foreign countries in the years for which figures are given above. In the periods examined above the foreign exports for consumption in all our Colonies and Possessions could not have exceeded 2,500,000, for more than 80 per cent. of our exports of cotton goods to our Colonies and Possessions were destined for the countries enumerated. We could, indeed, gain some ground by pushing the manufactures of India and Canada out of their own markets, but it is not to be imagined that the Colonies and Possessions would allow any of their industries to be damaged without a struggle. We must not enter here upon the question of colonial preference, and certainly it is not to be judged from the standpoint of one industry alone, nor indeed...
