Book excerpt: A variable climate, political instability, and other constraints have limited agricultural development in African countries south of the Sahara. Genetically modified (GM) crops are one tool for enhancing agricultural productivity and food security despite such constraints. Genetically Modified Crops in Africa: Economic and Policy Lessons from Countries South of the Sahara investigates how this tool might be effectively used by evaluating the benefits, costs, and risks for African countries of adopting GM crops. The authors gather together studies on GM crops’ economic effects and impact on trade, how consumers view such crops, and other issues. They find that GM crops have had, on average, a positive economic effect in the nations where they were used and identify future steps for enhancing GM crop adoption’s positive effects. Promising policy initiatives include making biosafety regulations that do not make GM crop development prohibitively expensive, fostering intraregional trade in GM crops, and providing more and better information about GM crops to consumers who might currently be skeptical of them. These and other findings in Genetically Modified Crops in Africa indicate ways biotechnology can contribute to economic development in Africa south of the Sahara.

Book excerpt: First published in 1958, The Making of Modern Uganda is concerned with the formation of modern Uganda in the sixty years since the 1890s when the foundations of the British administration were laid. In the first decade of the 20th century Sir Hesketh Bell, Uganda’s Governor, decided that Uganda should be built up by Africans under the disinterested guidance of Europeans. The book therefore traces the emergence of a territory whose material prosperity is mainly based upon peasant agriculture guided by the advice of British agricultural officers. It describes the development from an era of tribal, clan and even village organisation to the system of centralised government along semi-parliamentary lines but notes the disagreement as to whether Uganda’s future should lie as a unitary or a federal state. The controversial issue of closer union with the other East African territories is studied at some length as also is the growth of the politically active minority which plays so important a part in the modern Protectorate. The author believes that the years of ‘happy Uganda’, the years before the Second World War, were a period in which hard work coupled with peace and obvious progress tended to conceal for many the growth of new forces which needed an outlet and only found one in the political and constitutional developments of the post-war age. This book will be of interest to students of history, African studies, ethnic studies and political science.

Book excerpt: This research deals with the increasingly complex issues of waste generation, waste management and waste disposal that in less developed industrialised countries present diverse but critical concerns. It takes a socio-economic and policy-oriented perspective and provides empirical evidence at EU and regional level. The EU and Italy are taken as relevant case studies given the disparities in environmental performances between less and more developed areas. The rich and various empirical evidence shows that a robust delinking between waste generation and economic growth is still not present, thus future policies should directly address the problem at the source by targeting waste generation in EU countries. Some structural factors like population density and urbanisation present themselves as relevant drivers of both waste management and landfill diversion. Nevertheless, economic and structural factors alone are not sufficient to improve waste performances. Though waste policies are to be redesigned by covering the entire area of waste management, some first signals of policy effectiveness are arising. This work will be of most interest to those students of environmental economics and environmental sciences, as well as policy makers, waste utility managers and companies in the waste management sector.
