Book excerpt: Cotton is the most important cash crop in Pakistan and cotton products export account for 55 percent of all foreign exchange earnings of the country. Nearly 26 percent of farmers grow cot-ton, and over 15 percent of total cultivated area is devoted to this crop, with production pri-marily in two provinces. Approximately 65 percent of Pakistan’s cotton is grown in Punjab, which has dry conditions, and the rest is grown in Sindh, which has a more humid climate, with negligible area under cotton in Khyber Pakhtunkhwa and Balochistan. Cotton production ac-counts for 4.5 percent of the value added in AgGDP and 0.8 per cent of GDP. It serves as the raw material for the textile industry, the country’s largest agro-industrial sector , employs 17 per-cent, earns 60 percent of foreign exchange and contributes 8.5 percent to GDP.

The economic changes include an increased inflow of foreign capital, higher world cotton and textile prices, government subsidization of the textile industry, increased productivity in the cotton and textile sectors, and other possible developments. By presenting these scenarios, the report offers policymakers and analysts a guide to anticipating and shaping the future of economic growth and poverty reduction in Pakistan.

Book excerpt: "In a recent survey of 820 Boro (winter rice), potato, bean, eggplant, cabbage, sugarcane, and mango farmers in Bangladesh, over 47 percent of farmers were found to be overusing pesticides. With only 4 percent of farmers formally trained in pesticide use or handling, and over 87 percent openly admitting to using little or no protective measures while applying pesticides, overuse is potentially a threatening problem to farmer health as well as the environment. To model pesticide overuse, the authors used a 3-equation, trivariate probit framework, with health effects and misperception of pesticide risk as endogenous dummy variables. Health effects (the first equation) were found to be strictly a function of the amount of pesticides used in production, while misperception of pesticide risk (the second equation) was determined by health impairments from pesticides and the toxicity of chemicals used. Pesticide overuse (the third equation) was significantly determined by variation in income, farm ownership, the toxicity of chemicals used, crop composition, and geographical location. The results highlight the necessity for policymakers to design effective and targeted outreach programs that deal specifically with pesticide risk, safe handling, and averting behavior. Ideally, the approach would be participatory in nature to address key informational gaps, as well as increasing a farmers' awareness retention. The results also point to specific crops and locations experiencing a higher prevalence of overuse-bean and eggplant in general-and overall production in the districts of Chapainawabganj, Chittagong, Comilla, Jessore, Narshingdi, Rajshahi, and Rangpur. Focusing efforts in these crop and geographical areas may have the most measurable effects on pesticide overuse. "--World Bank web site.

The precise foundations for these development strategies, which suggest positive development outcomes from integration of poor actors into value chains, are as yet underdeveloped. The interdisciplinary work in this volume shows how trade is managed and asks theory-driven questions about how value chains relate to locally-rooted development processes. Policy makers and development practitioners are increasingly using value chain analysis to frame pro-poor development interventions. This book offers multiple conceptualizations of development outcomes of inclusion of small producers, firms and workers in value chains. Processes of inclusion at different scales are unpacked in order to identify the terms of participation of small producers, firms and workers. As value chains are embedded, the book further argues that inclusion can be conceptualized as the degree of alignment between value chain logics and the institutions and capacities in the local business system. The combination of inclusive governance and endogenous development informs a grounded debate on roles of development-oriented partnerships.
