Trata también de los usos, costumbres y caracteres democráticos; inventaría los rasgos éticos de la vida democrática, por sí mismos y comprobados con los de los ricos, las clases medias y los tiranos, hasta detallar las relaciones que sostienen entre sí dirigentes y dirigidos, hombres y mujeres, viejos, jóvenes, maestros y alumnos, ciudadanos y animales..., por el impacto que la libertad e igualdad popular tienen en la vida pública y privada de sus pueblos. Parte medular del mismo es la exposición de las doctrinas, dogmas, leyes e instituciones del modelo liberal moderno de la democracia; un credo que se analiza en calidad de justificación del nouveau régime por parte de sus ideólogos modernos más destacados y lúcidos, quienes desvían el significado de las palabras ] democracia ] y ] liberal ] atribuidas sin más a los Estados modernos.

Why does adversity strengthen some countries and weaken others? Indeed, in this era of unprecedented movement of people, goods, and ideas, just what constitutes a nation-state? Forrest Colburn and Arturo Cruz suggest how fundamental these questions are through an exploration of the evolution of Guatemala, El Salvador, Honduras, Nicaragua, and Costa Rica over the last quarter of a century, a period of intriguing, often confounding, paradoxes in Central America's development. Offering an elegant defense of empiricism, Colburn and Cruz explore the roles of geography and political choice in constructing nations and states. Countries are shown to be unique: there are a daunting number of variables. There is causality, but not the kind that can be revealed in the laboratory or on the blackboard. Liberalism—today defined as democracy and unfettered markets—may be in vogue, but it has no inherent determinants. Democracy and market economies, when welded to the messy realities of individual countries, are compatible with many different outcomes. Uno de los objetivos principales de los acuerdos de paz y el proceso de construccin de paz, era fortalecer los incipientes procesos democriticos en el per odo del posconflicto. Mis de una d(r)cada ha transcurrido desde que los acuerdos fueron suscritos. En ambos casos la democracia electoral o pol tica ha logrado mantenerse vigente y el sistema pol tico ha tenido una apertura. Los combatientes armados en ambos pa ses han ahora formado sus propios partidos pol ticos, han participado en elecciones y han obtenido puestos en el Congreso. Sin embargo, muchos problemas persisten y la democracia dista de estar consolidada. La democratizacin en ambas sociedades, se ve confrontada con muchos problemas antiguos y por nuevos desaf os. Sin duda alguna la paz ha tenido un impacto en la democratizacin, pero algunas ireas han avanzado mis que otras y algunas pueden haberse incluso estancado. Existen diversos estudios individuales acerca de los procesos de negociacin e implementacin de la paz en Guatemala y El Salvador. Sin embargo, se ha escrito muy poco desde una perspectiva comparada. Ademis, se han llevado a cabo pocos anilisis integrales acerca del desarrollo democritico reciente en esos pa ses. En este libro, dos equipos de investigacin utilizan nueva informacin y t(r)cnicas mltiples de investigacin comparada para presentar un perfil actualizado del proceso de democratizacin en ambos pa ses y una evaluacin de la interaccin existente entre la paz y la democratizacin."
