Book excerpt: Market sensitivity and weight-based cost estimating relationships are key drivers in determining the financial viability of advanced space launch vehicle designs. Due to decreasing space transportation budgets and increasing foreign competition, it has become essential for financial assessments of prospective launch vehicles to be performed during the conceptual design phase. As part of this financial assessment, it is imperative to understand the relationship between market volatility, the uncertainty of weight estimates, and the economic viability of an advanced space launch vehicle program. This paper reports the results of a study that evaluated the economic risk inherent in market variability and the uncertainty of developing weight estimates for an advanced space launch vehicle program. The purpose of this study was to determine the sensitivity of a business case for advanced space flight design with respect to the changing nature of market conditions and the complexity of determining accurate weight estimations during the conceptual design phase. The expected uncertainty associated with these two factors drives the economic risk of the overall program. The study incorporates Monte Carlo simulation techniques to determine the probability of attaining specific levels of economic performance when the market and weight parameters are allowed to vary. This structured approach toward uncertainties allows for the assessment of risks associated with a launch vehicle program's economic performance. Book excerpt: Remote observations of Earth from space serve an extraordinarily broad range of purposes, resulting in extraordinary demands on those at the National Aeronautics and Space Administration (NASA), the National Oceanic and Atmospheric Administration (NOAA), and elsewhere who must decide how to execute them. In research, Earth observations promise large volumes of data to a variety of disciplines with differing needs for measurement type, simultaneity, continuity, and long-term instrument stability. Operational needs, such as weather forecasting, add a distinct set of requirements for continual and highly reliable monitoring of global conditions. The Role of Small Satellites in NASA and NOAA Earth Observation Programs confronts these diverse requirements and assesses how they might be met by small satellites. In the past, the preferred architecture for most NASA and NOAA missions was a single large spacecraft platform containing a sophisticated suite of instruments. But the recognition in other areas of space research that cost-effectiveness, flexibility, and robustness may be enhanced by using small spacecraft has raised questions about this philosophy of Earth observation. For example, NASA has already abandoned its original plan for a follow-on series of major platforms in its Earth Observing System. This study finds that small spacecraft can play an important role in Earth observation programs, providing to this field some of the expected benefits that are normally associated with such programs, such as rapid development and lower individual mission cost. It also identifies some of the programmatic and technical challenges associated with a mission composed of small spacecraft, as well as reasons why more traditional, larger platforms might still be preferred. The reasonable conclusion is that a systems-level examination is required to determine the optimum architecture for a given scientific and/or operational objective. The implied new challenge is for NASA and NOAA to find intra- and interagency planning mechanisms that can achieve the most appropriate and cost-effective balance among their various requirements.

Book excerpt: Currently, the Air Force launches military satellites on expendable launch vehicles to low earth orbit (LEO), and with the use of a chemical upper stage or an apogee kick motor, moves the satellite to a higher orbit. This launch procedure is extremely costly because it requires additional launch preparations, technology considerations, equipment, and fuel. Also, the additional mass of the chemical upper stage causes a larger, and thus more expensive, launch vehicle to be required. An economical alternative is to utilize reusable launch vehicles (RLVs) and reusable orbital launch vehicles (ROTVs). This concept could possibly achieve even greater savings if satellites were dual manifested on the launch vehicles. This thesis determines - by varying mass capacity of RLVs, the cost per kg of RLV mass capacity, and the satellite cost per kg - when, within a given scenario, the savings of dual manifesting is at least ten percent of the cost of single manifesting by developing a dual manifesting algorithm and simulation to analyze possible savings.

A theoretical criterion for optimum allocation of resources for reliability improvement exists that requires equal marginal failure reduction for all elements to be improved. This is of little practical value because suitable expressions for failure reduction as a function of resource expenditure are not available for all elements of the launch vehicle. A key finding is that a good practical approximation for the marginal failure reduction is the failure/value ratio which can be computed from available information. This permits a criterion previously only of theoretical importance to be used in a practical situation. (Author).

Book excerpt: On June 15, 2011, the Air Force Space Command established a new vision, mission, and set of goals to ensure continued U.S. dominance in space and cyberspace mission areas. Subsequently, and in coordination with the Air Force Research Laboratory, the Space and Missile Systems Center, and the 14th and 24th Air Forces, the Air Force Space Command identified four long-term science and technology (S&T) challenges critical to meeting these goals. One of these challenges is to provide full-spectrum launch capability at dramatically lower cost, and a reusable booster system (RBS) has been proposed as an approach to meet this challenge. The Air Force Space Command asked the Aeronautics and Space Engineering Board of the National Research Council to conduct an independent review and assessment of the RBS concept prior to considering a continuation of RBS-related activities within the Air Force Research Laboratory portfolio and before initiating a more extensive RBS development program. The committee for the Reusable Booster System: Review and Assessment was formed in response to that request and charged with reviewing and assessing the criteria and assumptions used in the current RBS plans, the cost model methodologies used to fame [frame?] the RBS business case, and the technical maturity and development plans of key elements critical to RBS implementation. The committee consisted of experts not connected with current RBS activities who have significant expertise in launch vehicle design and operation, research and technology development and implementation, space system operations, and cost analysis. The committee solicited and received input on the Air Force launch requirements, the baseline RBS concept, cost models and assessment, and technology readiness. The committee also received input from industry associated with RBS concept, industry independent of the RBS concept, and propulsion system providers which is summarized in Reusable Booster System: Review and Assessment.
