Book excerpt: The gypsy moth Slow the Spread Program aims to reduce the rate of gypsy moth, Lymantria dispar (L.), spread into new areas in the United States. The annual budget for this program has ranged from $10-13 million. Changes in funding levels can have important ramifications to the implementation of this program, and consequently affect the rate of gypsy moth spread. This report presents a cost analysis for implementing the Slow the Spread Program across a range of funding levels, and predicts the consequent changes in gypsy moth spread rates. This work should be useful to program managers in implementing the Slow the Spread Program given yearly financial constraints, and more generally could serve as a template for barrier zone management programs against other nonindigenous species.

The Slow the Spread Program is a regional integrated pest management strategy that aims to minimize the rate of gypsy moth spread into uninfested areas. The premise of the Slow the Spread Program is to deploy extensive grids of pheromone-baited traps (>100,000 traps per year) along the expanding population front to identify and subsequently eradicate newly establishing populations to prevent them from growing, coalescing, and contributing to the progression of the population front. This report provides a brief history of the gypsy moth in North America, describes the dynamics of gypsy moth spread, and then details the technological and operational aspects of implementing the Slow the Spread Program. Book excerpt: The Forest Service and the Animal and Plant Health Inspection Service (APHIS), as co-lead agencies, propose to supplement the 1996 Record of Decision (ROD) for the 1995 Environmental Impact Statement (EIS): Gypsy Moth Management in the United States: a cooperative approach. The Forest Service and APHIS are proposing to add new treatment options, which are described in Section 4 on the Alternatives Considered. New treatments that were not available when the 1995 EIS was written would provide gypsy moth managers with more flexibility in conducting suppression, eradication, and slow-the-spread projects. Making new treatments available is also expected to improve the gypsy moth management program, because each new treatment developed over the last 30 years has proven to be safer, more cost-efficient, easier to use, and often more effective than older treatments. The supplement also provides new information on the gypsy moth and treatments since the 1995 EIS.

At the same time, economists have begun to take a real interest in determining how invasive species interact with economic systems, and how invaders should be controlled to optimize societal wealth. Although the work from ecologists and economists have both greatly expanded our understanding of the drivers and impacts of invasions, little integration between the fields has occurred that would allow managers and policy-makers to identify the optical expenditures on, for example, prevention and control of invasive species. Because the level of effort expended on invasive species management is intricately linked to the costs and projected benefits of that management, there is an urgent need for greater synthesis between ecology and economics. This book brings ecology and economics together in new ways to address how we deal with the dynamics and impacts of invasive species, and is the outcome fo many years of collaborative research between a small group of economists and ecologists. The outcome is clear demonstration of the utility of combining ecological and economic models for addressing critical questions in the management of invasive species.
