Countering this view, Adam Sheingate traces the development of government intervention in agriculture from its nineteenth-century origins to contemporary struggles over farm subsidies. His considered conclusion is that American institutions have not given agricultural interest groups any particular advantages in the policy process, in part because opposing lobbies also enjoy access to policymakers. In fact, the high degree of conflict and pluralism maintained by American institutions made possible substantial retrenchment of the agricultural welfare state during the 1980s and 1990s. In Japan and France--two countries with markedly different institutional characters than the United States--powerful agricultural interests and a historically close relationship between farmers, bureaucrats, and politicians continue to preclude a roll-back of farm subsidies. This well-crafted study not only puts a new spin on agricultural policy, but also makes a strong case for the broader claim that the relatively decentralized American political system is actually less prone to capture and rule by subgovernments than the more centralized political systems found in France and Japan. Sheingate's historical, comparative approach also demonstrates, in a widely useful way, how past institutional developments shape current policies and options.

Sir Jack, a well-known nutritionist who modernized the classification of vitamins and helped devise UK rationing in World War II, was on holiday with his family in the French Riviera when they stopped to make camp just off the road near a farm called La Grand'Terre in Provence. The family was found murdered the following morning. Gaston Dominici, the illiterate, seventy-five-year-old patriarch of the nearby La Grand'Terre was accused, convicted, and condemned to death by guillotine soon after. When Dominici was first convicted there was general agreement that the ignorant, pitiless, and depraved old peasant had gotten what he deserved. At the time, Dominici stood for everything backwards and brutish about a peasantry left behind in the wake of France's post-war transformation and burgeoning prosperity. But with time perspectives changed. Subsequent enquiries coupled with widespread doubts and misgivings prompted President de Gaulle to order his release from prison in 1960, and by the 1980s many in France came to believe--against all evidence--that Gaston Dominici was innocent. He had become a romanticized symbol of a simpler, genuine, and somehow more honest life from a bygone era. Reconstructing the facts of the case and setting it against broader social, economic, and historical currents in post-war France, The Dominici Affair sheds light on one of the most puzzling and notorious crimes of 20th Century France, illuminating an entire Rorschach of social dynamics in the country.

Book excerpt: French Peasant Fascism is the first account of the Greenshirts, a militant right-wing peasant movement in 1930s France that sought to transform the Republic into an authoritarian, agrarian state. Author Robert Paxton examines the Greenshirts in five case studies, throwing new light on French rural society and institutions during the Depression and on the emergence of a new rural leadership of authentic farmers. Paxton points out that fascism remained weak in the French countryside because the French state protected landowners more effectively than did those of Weimar Germany and Italy, and because French rural notables were so firmly embedded in social and economic power. Although the Greenshirts disappeared with the Third Republic, they left a double legacy: a tradition of peasant direct action, which is still exercised today; and the idea of France as a peasant nation, whose identity and virtues rest upon the persistence of a large peasant sector. That self-image continues to influence French policy choices today, long after the social structure on which it rested has disappeared.
