Standards of living in the Netherlands, Belgium, Sweden, Switzerland, and Austria also rivaled those in the United States. How have seven small democracies achieved economic success and what can they teach America? In Small States in World Markets, Peter Katzenstein examines the successes of these economically vulnerable nations of Western Europe, showing that they have managed to stay economically competitive while at the same time preserving their political institutions. Too dependent on world trade to impose protection, and lacking the resources to transform their domestic industries, they have found a third solution. Their rapid and flexible response to market opportunity stems from what Katzenstein calls "democratic corporatism," a mixture of ideological consensus, centralized politics, and complex bargains among politicians, merest groups, and bureaucrats. Democratic corporatism is the solution these nations have developed in response to the economic crises of the 1930s and 1940s, the liberal international economy established after World War II, and the volatile markets of more recent years. Katzenstein maintains that democratic corporatism is an effective way of coping with a rapidly changing world, a more effective way than the United States and several other large industrial countries have yet managed to discover.

The paper adopts a political economy approach to institutional change which seeks to trace the impact of market and technological change on established political and regulatory institutions. The paper demonstrates that the main impact of marketization of waste services and the introduction of ISO 14001 environmental management systems was to expand the range of choices for companies and regulators to engage in regulatory interaction concerning environmental waste management practices. The main purpose of the paper is to demonstrate exactly how the emergence of regulatory choices for both companies and regulators is likely to open up new avenues for regulation in the environmental field that, once pursued, systematically reduce incentives for corporate and regulatory actors to engage in associational politics.

Book excerpt: In the late nineteenth and early twentieth centuries, the Saar river valley was one of the three most productive heavy industrial regions in Germany and one of the main reference points for national debates over the organization of work in large-scale industry. Among Germany's leading opponents of trade unions, Saar employers were revered for their system of factory organization, which was both authoritarian and paternalistic, stressing discipline and punitive measures and seeking to regulate behavior on and off the job. In its repressive and beneficent dimensions, the Saar system provided a model for state labor and welfare policy during much of the 1880s and 1890s. Dennis Sweeney examines the relationship between labor relations in heavy industry and public life in the Saar as a means of tracing some of the wider political-ideological changes of the era. Focusing on the changing discourses, representations, and institutions that gave shape and meaning to factory work and labor conflict in the Saar, Work, Race, and the Emergence of Radical Right Corporatism in Imperial Germany demonstrates the ways in which Saar factory culture and labor relations were constituted in wider fields of public discourse and anchored in the institutions of the local-regional public sphere and the German state. Of particular importance is the gradual transition in the Saar from a paternalistic workplace to a corporatist factory regime, a change that brought with it an authoritarian vision that ultimately converged with core elements in the ideological discourses of the German radical Right, including the National Socialists. Firstly, they have either long-established patterns of neo-corporatism (Belgium, Switzerland, Austria and the Netherlands) or have recently undertaken experiments in this mode of policy-making (Ireland, France, Italy and Spain). Secondly, they all have pronounced societal cleavages which should make them prone to suffering from serious and persistent conflicts. The high degree of political, social and economic integration achieved by neo-corporatist and consociational arrangements, accounts for the stability of these countries. Book excerpt: The main focus of the book is institutional change in the Scandinavian model, with special emphasis on Norway. There are many reasons to pay closer attention to the Norwegian case when it comes to analyses of changes in the public sphere. In the country’s political history, the arts and the media played a particular role in the processes towards sovereignty at the beginning of the 20th century. On a par with the other Scandinavian countries, Norway is in the forefront in the world in the distribution and uses of Internet technology. As an extreme case, the most corporatist society within the family of the “Nordic Model”, it offers an opportunity both for intriguing case studies and for challenging and refining existing theory on processes of institutional change in media policy and cultural policy. It supplements two recent, important books on political economy in Scandinavia: Varieties of Liberalization and the New Politics of Social Solidarity (Kathleen Thelen, 2014), and The Political Construction of Business Interests (Cathie Jo Martin and Duane Swank, 2013). There are further reasons to pay particular attention to the Scandinavian, and more specifically the Norwegian cases: (i) They are to varying degrees neo-corporatist societies, characterized by ongoing bargaining over social and political reform processes. From a theoretical perspective this invites reflections which, to some extent, are at odds with the dominant conceptions of institutional change. Neither models of path dependency nor models of aggregate, incremental change focus on the continuous social bargaining over institutional change. (ii) Despite recent processes of liberalization, common to the Western world as a whole, corporatism implies a close connection between state, public sphere, cultural life, and religion. This also means that institutions are closely bundled, in an even stronger way than assumed for example in the Varieties of Capitalism literature. Furthermore, we only have scarce insight in the way the different spheres of corporatism are connected and interact. In the proposed edited volume we have collected historical-institutional case studies from a broad set of social fields (a detailed outline of contents and contributors is attached): • Critical assessments of Jürgen Habermas’ theory of the public sphere • Can the public sphere be considered an institution? • The central position of the public sphere in social and political change in Norway • Digital transformations and effects of the growing PR industry on the public sphere • Institutionalization of social media in local politics and voluntary organizations • Legitimation work in the public sphere • freedom of expression and warning in the workplace • “Return of religion” to the public sphere, and its effects
