The U.S. Navy played a pivotal role in this crisis, demonstrating the critical importance of naval forces to national defense.

The Navy's operations were in keeping with its strategic doctrine, which is as valid today as it was in late 1962. The Navy, in cooperation with the other U.S. armed forces and with America's allies, employed military power in such a way that the president did not have to resort to war to protect vital Western interests. Khrushchev realized that his missile and bomber forces were no match for the Navy's powerful Polaris ballistic missile-firing submarines and the Air Force's land-based nuclear delivery systems once these American arms became fully operational. Naval forces under the U.S. Atlantic Command, headed by Admiral Robert L. Dennison (CINCLANT), steamed out to sea, intercepting not only merchant shipping en route to Cuba, but Soviet submarines operating in the area as well. U.S. destroyers and frigates, kept on station through underway replenishment by oilers and stores ships, maintained a month-long naval "quarantine" of the island of Cuba. Radar picket ships supported by Navy fighters and airborne early warning planes assisted the U.S. Air Force's Air Defense Command in preparing to defend American airspace from Soviet and Cuban forces. Navy aerial photographic and patrol aircraft played a vital part not only in observing the deployment of Soviet offensive weapons into Cuba but monitoring their withdrawal by sea. The purpose of the series is to inform today's naval personnel and other readers of the contributions made by the naval service to the nation, in war and peace, since 1945. During this period, the Navy contained Soviet and Communist expansion, deterred nuclear and conventional attack on the United States, protected American trade at sea and ashore, strengthened regional alliances, and fostered the growth of democratic and free market institutions worldwide. The strength and overseas presence of the U.S. fleet often resolved crises without the use of force, but when force was necessary the Navy fought hard and well. Based on intelligence gleaned from communications intercepts, Kennedy was alerted in early June t.o Soviet Premier Khrushchev's plan to deploy ballistic missiles in Cuba. This intelligence was confirmed by the subsequent Soviet sealift effort, communications intercepts, and CIA agents on the island. Yet, Kennedy did little to prepare his administration to deal with the dilemma. He moved forcefully to restrict intelligence on the buildup, but did nothing to prevent it. Kennedy moved only in mid-October when he had irrefutable photographs of the missiles. He imposed a limited naval blockade around Cuba and coerced the Soviets to remove the missiles through frantic back-door diplomacy. This included a trade for American Jupiter missiles in Turkey. This study considers several issues related to the development of intelligence before and during the crisis, command and control of naval operations, and the Navy's ASW operations."

The initial American reaction to Castro's surprising victory was mixed. Many Americans, including Senator John Kennedy, a Massachusetts Democrat, viewed Castro in the same light as did most Cubans, a liberator who had thrown off the shackles of an oppressive dictator. When the fatigue-clad revolutionary visited New York in April 1959, he was greeted by mobs shouting "Viva Castro," and he soothed Wall Street's fears by denying that he was a communist and declaring his respect for private property. Not everyone saw Castro as a nuevo amigo, however. After meeting with the Cuban leader, Vice President Nixon told Eisenhower that Castro "was either incredibly naive about Communism or under Communist discipline and that we would have to treat and deal with him accordingly." Nixon's assessment was correct. Castro had no intention of becoming an American puppet, and he gradually moved Cuba into Russia's orbit.

The author, a major in the U.S. Marine Corps Reserve, has obtained the declassification of many formerly top secret operations plans and command diaries of U.S. Navy and Marine Corps units which, in less than a week, formed the core of a massive quarantine and planned invasion force that was larger than the Allied invasion force on D-Day. This paper traces the history of the United States' relationship with Cuba and our response to the discovery of nuclear missiles there targeted at our homeland. The naval planning for a Cuban contingency is analyzed through its actual implementation with the assistance of maps, intelligence reports, and troop deployments. The probable effect of the invasion plans on Soviet leaders and an assessment of the effects that the Crisis continues to have on US. policy toward Latin America are also discussed.
