Book excerpt: South Africa faces significant climate change challenges given its high dependency on coal energy and physical concentration of nature-related risks. The Intergovernmental Panel on Climate change projects that extreme temperatures to be on the upward trajectory. The increased frequency and intensity of nature-related risks are expected to have profound effect on human health, access to food and water, biodiversity, habitats and ecosystems, infrastructure, and human settlements. To implement climate change mitigation and adaptation policies, South Africa needs large amount of granular, relevant, and reliable data for evidence-based planning and just transition. Against this background, in July 2023 the International Monetary Fund’s Statistics Department conducted a diagnostic mission to support the authorities in developing a workplan for enhancing the environment and climate change statistics. Discussions with the various stakeholders indicated that there was a broad agreement to prioritize (a) the establishment of a centralized environmental and climate change database with formalized institutional arrangements for coordination, data sharing protocols, and communication of statistics, and (b) development of the first set of air emission accounts and reestablishment of the energy flow accounts. In the medium-term there is need to strengthen capacity for collection of statistics on government environmental expenditures and subsidies, especially from sub sovereign governments and municipalities, and tailored technical assistance/training on carbon footprints of foreign direct investments. The mission was financed by the Swiss State Secretariat for Economic Affairs and hosted by Statistics South Africa.

FAO’s profile has been raised through its methodological work on the SDG indicators and outreach work on national standards. However, gaps in internal governance, data quality and capacity development need urgent remedial actions. The evaluation recommends long-term investment in coherent and coordinated governance, production and dissemination of modernized quality statistics, better use of resources within a sustainable capacity development framework, and more.

The evaluation is based on missions to each country and relied on responses to questionnaires, desk reviews of available data, and discussions with country authorities, donors, data users, and national officials who participated in IMF courses in statistics.

Book excerpt: Based on internal data, this paper finds that the capacity development program of the IMF’s Statistics Department has prioritized technical assistance and training to fragile and conflict-affected states. These interventions have yielded only slightly weaker results in fragile states than in other states. However, capacity development is constantly needed to make up for the dissipation of progress resulting from insufficient resources that fragile and conflict-affected states allocate to the statistical function, inadequate inter-agency coordination, and the pervasive impact of shocks exogenous to the statistical system. Greater coordination with other capacity development providers and within the IMF can help partially overcome low absorptive capacity in fragile states. Statistical capacity development is more effective when it is tailored to countries’ level of fragility.

It addresses the challenge of climate change and environmental sustainability and assesses its implications for development. The report's assessment of MDGs at midpoint presents a mixed picture, one of both significant progress and formidable challenges. The first MDG, reducing extreme poverty by half, is likely to be met at the global level, thanks to a remarkable surge in global economic growth over the past decade. But, on current trends, the human development MDGs are unlikely to be met. Prospects are gravest for the goals of reducing child and maternal mortality, but shortfalls are also likely in the primary school completion. nutrition, and sanitation MDGs. The potential effects of climate change compound the challenge of achieving the development goals and sustaining progress. The report's messages are clear: urgent action is needed to help the world get back on track to achieve the MDGs; and urgent action is also needed to combat climate change that threatens the well-being of all countries, but particularly of poor countries and poor people. The goals of development and environmental sustainability are closely related, and the paths to those goals have important synergies.

Book excerpt: This year’s edition of the Africa Regional Overview of Food Security and Nutrition reports that after a prolonged decline hunger appears to be on the rise. In sub-Saharan Africa there were about 224 million undernourished people in sub-Saharan Africa in 2016, up from 200 million in 2015. In many countries, the worsening situation in 2015 and 2016 can be attributed to adverse climatic conditions, often linked to the El Niño phenomenon, resulting in poor harvests and the loss of livestock. Conflict, sometimes in combination with drought or floods, also contributed to severe food insecurity in several countries. Lower commodity prices and a difficult global economic environment have furthermore contributed to the worsening food security situation. The worrying trend in undernourishment is not yet reflected in the series of indicators referring to nutritional outcomes in the region, with the prevalence of stunting and wasting for children under the age of five continuing to decline gradually. However, progress towards the World Health Assembly global nutrition targets has been generally poor. While a relatively large proportion of countries are on track to meeting the target for overweight in children, the rates for adult obesity are soaring in all regions and are especially high in Southern Africa. The report also finds that across the board, countries have developed and are developing policy frameworks and investment plans that are aligned, or efforts are being made to align them, with the goals of the Malabo Declaration and SDG 2. Through CAADP, policy processes are coherent, and this initiative has raised the profile of agriculture and heavily influenced agricultural policy at regional and national levels. However, the worrying trends in undernourishment underline the need for even greater efforts to achieve the SDG 2 by 2030. The thematic part of the report focuses on the food security and nutrition–conflict nexus. Conflict is not only an increasingly important cause of food insecurity and malnutrition but food insecurity and malnutrition can also become conflict multipliers. Addressing the causes of conflicts and supporting food security and livelihoods can help build resilience to conflict and contribute to sustaining peace.
