Book excerpt: Substantial changes have occurred in the activities and programs affecting development in Third World countries in the last decade. These changes and the increasing role of non-aid agencies in development activities have caused authority for development programs to be widely dispersed among Federal Government agencies and committees. The International Development Cooperation Agency (IDCA) was created to improve coordination of these activities. The three major changes which particularly affect the coordination problem are: (1) a shift from U.S. bilateral aid toward more emphasis on multilateral assistance; (2) a shift from program assistance and integrated country planning toward more emphasis on project assistance; and (3) the increasing importance of non-aid activities such as trade and foreign investment. The creation of IDCA represents progress toward establishing an independent coordinator, but it is uncertain whether the agency can establish a separate, independent identity. The agency's director has the lead responsibility for the U.S. development policy in specified international organizations, and for development policy toward multilateral banks. However, its creation does not significantly affect the Government's ability to coordinate policies and programs on a country rather than a project basis nor does it affect much the development coordinator's ability to influence non-aid issues. While the new organizational arrangements could effect some improvement in the authority of the development coordinator, his power will remain limited. Therefore, the quality of the performance of the Agency Director and his staff will be critical to the success of the organization.

She created a new Bureau, which developed a Strategic Framework for Foreign Assistance to align aid programs with strategic objectives. The Framework became a guiding force in the FY 2008 and FY 2009 budgets, as well as the FY 2010 budget request. Numerous studies have addressed various concerns and provided recommendations regarding U.S. foreign aid policy, funding, and structure. Of the 16 recommendations, only enhancing civilian agency resources has the support of all of the studies covered in this report. This report is a review of selected studies written between 2001 and 2008. Table.

Charged with coordinating U.S. assistance programs, the Director of Foreign Assistance (DFA) will have authority over most State Department and U.S. Agency for International Development (USAID) programs, although major foreign aid programs, such as the Millennium Challenge Account and the Office of the Global AIDS Coordinator will remain outside of his scope. The DFA is also tasked with providing "guidance" to other agencies that manage foreign aid activities. Some assistance programs are scattered throughout numerous domestic policy agencies and the Department of Defense. The restructuring is part of Secretary Rice's "transformational development" initiative, that seeks to use foreign assistance to transform recipient countries' economic development paths, and to graduate countries from a dependence on aid. Details of how the restructuring will operate have begun to be defined with the release of a new strategic framework. The framework links strategic objectives with categories of countries that have shared characteristics or development challenges. Operational plans would design country-specific aid programs to meet those challenges ... While the current restructuring requires no legislative action, it raises a number of questions with regard to the management of foreign aid programs, funding levels, and future reform options"--Page [i].
