Book excerpt: GAO examined conditions related to air traffic controllers at Federal Aviation Administration (FAA) air traffic control facilities in several areas in the Nation, including Chicago's O'Hare Airport. FAA officials have stated that staffing levels in the radar room at the O'Hare Airport tower are unsatisfactory, and GAO agrees. Staffing is at 68 percent of its authorized level, and overtime use is higher than at most airport towers in other cities. Controllers attribute the shortages to Chicago's high cost of living and an attempt by the controller organization to discourage controllers from seeking positions at O'Hare. In addition, controllers, for a time, did not volunteer to provide on-the-job training to trainees. FAA has implemented new recruitment and training programs and given supervisors greater responsibilities in the training process. These actions should help correct the staffing problems. At the other centers examined, FAA management felt that the staffing was adequate, as did a GAO evaluation of these facilities. GAO found that trainees had satisfactorily completed developmental training at four facilities but controllers at the four facilities had not met the requirements for proficiency training and adequate records maintenance. FAA provided no methods to track currency in operational performance of supervisors and staff specialists. When computers are not available, controllers must be proficient in handling air traffic by radar. Training in this area has been inadequate due to a lack of a simulated environment for training. However, GAO found no correlation between aircraft accidents and controller staffing levels or training.

Over the next decade, FAA will need to hire and train nearly 17,000 controllers to replace over 15,000 current controllers, most of whom will be retiring. This massive hiring effort will occur as FAA begins to implement the next generation air transportation system (NextGen), which will integrate new technologies and procedures into air traffic operations and fundamentally change the role of air traffic controllers from controlling individual aircraft to managing air traffic flow. Hence, FAA will need to train experienced controllers to use the new technologies at the same time that it hires and trains new controllers to operate both the current and the new technologies. This testimony addresses FAA's progress and challenges in hiring, staffing, and training air traffic controllers in the current air traffic control system and in preparing them for NextGen. Book excerpt: "TRB Special Report 314, The Federal Aviation Administration's Approach for Determining Future Air Traffic Controller Staffing Needs, examines the methods used by the Federal Aviation Administration (FAA) to estimate how many controllers are needed to staff its air traffic control facilities and FAA's processes for using these estimates to properly distribute controllers across facilities. According to the report, FAA's models for determining air traffic controller staffing needs are suitable for developing initial estimates of the number of controllers required at terminal areas and airport towers, but the models used for the centers controlling aircraft en route between airports can be improved. In addition, as a matter of priority, the FAA should collaborate with the National Air Traffic Controllers Association to develop and implement an enhanced tool for all facilities that is capable of creating efficient controller work schedules that incorporate fatigue mitigation strategies. The report recommends that the FAA analyze a wide range of data, such as accident and incident reports and voluntary reports by controllers, to identify relationships between staffing and safety. In addition, the controller workforce should be involved in staffing decisions, particularly as knowledge emerges about relevant safety issues. The report also says that FAA should ensure that staffing continue to be appropriate as FAA implements the new air traffic operations environment associated with the Next Generation Transportation System, a modernization initiative to shift air traffic management from ground-based radar to a satellite system"--Provided by publisher.
