Understanding these changes requires a range of observations acquired from land-, sea-, air-, and space-based platforms. To assist NASA, NOAA, and USGS in developing these tools, the NRC was asked to carry out a "decadal strategy" survey of Earth science and applications from space that would develop the key scientific questions on which to focus Earth and environmental observations in the period 2005-2015 and beyond, and present a prioritized list of space programs, missions, and supporting activities to address these questions. This report presents a vision for the Earth science program; an analysis of the existing Earth Observing System and recommendations to help restore its capabilities; an assessment of and recommendations for new observations and missions for the next decade; an examination of and recommendations for effective application of those observations; and an analysis of how best to sustain that observation and applications system.

Military spacepower has deterrent and coercive capacities - it provides independent options for National and Joint leadership but achieves its greatest potential when integrated with other forms of military power. As we grow spacepower theory and doctrine, we must do so in a way that fosters greater integration with the Air Force, Army, Navy, Marine Corps, and Coast Guard. It is only by achieving true integration and interdependence that we can hope to unlock spacepower's full potential.

It must be available through lunar nights that last for 14 days, through long periods of dark and cold at the higher latitudes on Mars, and in high-radiation fields such as those around Jupiter. Radioisotope power systems (RPSs) are the only available power source that can operate unconstrained in these environments for the long periods of time needed to accomplish many missions, and plutonium-238 (238Pu) is the only practical isotope for fueling them. Plutonium-238 does not occur in nature. The committee does not believe that there is any additional 238Pu (or any operational 238Pu production facilities) available anywhere in the world.The total amount of 238Pu available for NASA is fixed, and essentially all of it is already dedicated to support several pending missions-the Mars Science Laboratory, Discovery 12, the Outer Planets Flagship 1 (OPF 1), and (perhaps) a small number of additional missions with a very small demand for 238Pu. If the status quo persists, the United States will not be able to provide RPSs for any subsequent missions.

Would-be asteroid collision diverters, space solar energy collectors, asteroid miners, and space geo-engineers insistently promote their Earth-changing mega-projects. Given our many looming planetary catastrophes (from extreme climate change to runaway artificial superintelligence), looking beyond the earth for solutions might seem like a sound strategy for humanity. And indeed, bolstered by a global network of fervent space advocates-and seemingly rendered plausible, even inevitable, by oceans of science fiction and the wizardly of modern cinema-space beckons as a fully hopeful path for human survival and flourishing, a positive future in increasingly dark times. But despite even basic questions of feasibility, will these many space ventures really have desirable effects, as their advocates insist? In the first book to critically assess the major consequences of space activities from their origins in the 1940s to the present and beyond, Daniel Deudney argues in Dark Skies that the major result of the "Space Age" has been to increase the likelihood of global nuclear war, a fact conveniently obscured by the failure of recognize that nuclear-armed ballistic missiles are inherently space weapons. At the request of the National Aeronautics and Space Administration, the National Research Council convened a committee to examine the scientific accomplishments that have resulted from space-based observations. This book describes how the ability to view the entire globe at once, uniquely available from satellite observations, has revolutionized Earth studies and ushered in a new era of multidisciplinary Earth sciences. In particular, the ability to gather satellite images frequently enough to create "movies" of the changing planet is improving the understanding of Earth's dynamic processes and helping society to manage limited resources and environmental challenges. The book concludes that continued Earth observations from space will be required to address scientific and societal challenges of the future.

Infectious disease outbreaks, acts of terrorism, social unrest, or financial disasters in addition to natural hazards can all lead to large-scale consequences for the nation and its communities. Communities and the nation thus face difficult fiscal, social, cultural, and environmental choices about the best ways to ensure basic security and quality of life against hazards, deliberate attacks, and disasters. Beyond the unquantifiable costs of injury and loss of life from disasters, statistics for 2011 alone indicate economic damages from natural disasters in the United States exceeded $55 billion, with 14 events costing more than a billion dollars in damages each. One way to reduce the impacts of disasters on the nation and its communities is to invest in enhancing resilience-the ability to prepare and plan for, absorb, recover from and more successfully adapt to adverse events. Disaster Resilience: A National Imperative addresses the broad issue of increasing the nation's resilience to disasters. This book defines "national resilience", describes the state of knowledge about resilience to hazards and disasters, and frames the main issues related to increasing resilience in the United States. It also provide goals, baseline conditions, or performance metrics for national resilience and outlines additional information, data, gaps, and/or obstacles that need to be addressed to increase the nation's resilience to disasters. Additionally, the book's authoring committee makes recommendations about the necessary approaches to elevate national resilience to disasters in the United States. Enhanced resilience allows better anticipation of disasters and better planning to reduce disaster losses-rather than waiting for an event to occur and paying for it afterward. Disaster Resilience confronts the topic of how to increase the nation's resilience to disasters through a vision of the characteristics of a resilient nation in the year 2030. Increasing disaster resilience is an imperative that requires the collective will of the nation and its communities. Although disasters will continue to occur, actions that move the nation from reactive approaches to disasters to a proactive stance where communities actively engage in enhancing resilience will reduce many of the broad societal and economic burdens that disasters can cause.
